7. Consultation. A range of stakeholders have been consulted in preparing this proposal;<br />

including various resource managers and local Commanding Officers who have been enthusiastic in<br />

their support. The following Key Stakeholders have indicated their strong support:<br />

a. DCN,<br />

b. COMAUSFLT,<br />

c. CANSC, and<br />

d. CANSG.<br />

ASSETS AND OTHER RESOURCES<br />

8. Assets required for the <strong>Navy</strong> Tattoos at FBE include:<br />

a. two Major Fleet Units (with a helicopter onboard) to form a backdrop for the tattoo<br />

and for the Host Officers to conduct a preconcert Cocktail Party for selected guests;<br />

b. a massed <strong>Royal</strong> <strong>Australian</strong> <strong>Navy</strong> Band that utilises detachments from its Permanent<br />

<strong>Navy</strong> (PN) and Naval Reserve (NR) Components;<br />

c. the Precision Drill Team from Australia’s Federation Guard;<br />

d. 22 sailors from FSU to form a Heritage Guard and Boarding Party;<br />

e. NEOC Graduation Class for Ceremonial Sunset with Gun Carriage and Cannon; 5<br />

f. selected items from <strong>Navy</strong>’s Heritage Collection,<br />

g. 200 <strong>Australian</strong> <strong>Navy</strong> Cadets from the New South Wales and <strong>Australian</strong> Capital<br />

Territory Division; and<br />

h. resources utilised during in the annual <strong>Navy</strong> Week Open Day.<br />

9. Assets required for the Tattoo-Styled Concert in the Perth Concert Hall include:<br />

a. PN & NR Components of the <strong>Royal</strong> <strong>Australian</strong> <strong>Navy</strong> Band including musicians for the<br />

Ceremonial Sunset Guard;<br />

b. 22 sailors from HMAS STIRLING to form a Heritage Guard, and Boarding Party;<br />

c. 100 <strong>Australian</strong> <strong>Navy</strong> Cadets from the Western <strong>Australian</strong> Division for ‘Cheer Ship and<br />

a massed cadet Drum Corps;<br />

d. personnel to support static and dynamic displays for the pre-concert segment; and<br />

e. helicopter support for a fly over of the <strong>Australian</strong> White Ensign (during the postconcert<br />

afternoon tea and activities).<br />

10. Guest artists will be invited to support the <strong>Navy</strong> Tattoo and Tattoo-Styled Concert. These<br />

artists will be chosen from a pool of entertainers who have deployed to the Middle East Area of<br />

Operations (MEAO) as part of a Forces Advisory Council of Entertainment sponsored tour. 6 A visiting<br />

UK Sea Cadet group will also be invited to participate in the post-concert entertainment at the<br />

Perth Concert Hall. Additional production support including lighting, sound and staging will be hired<br />

from a professional event company with costs identified in the budget.<br />

11. Assets in subsequent years will expand to encapsulate a wider <strong>Navy</strong> contribution and include<br />

international bands.<br />

PROJECT TEAM<br />

12. A Project Team will be required to steer the event and is proposed at Annex A. DMUS-N<br />

(LCDR Anderson) will be the Project Manager (Executive Producer) and will be responsible for<br />

planning, monitoring and controlling the project 7 . DMUS-N will be responsible to DCN for delivering<br />

a successful events and preparing a detailed OPINST and other planning documents for approval by<br />

DCN.<br />

Subject to being available for release from training activities at HMAS Creswell; alternatively, the Federation<br />

Guard is able to fulfil requirements.<br />
