We have heard many promises of how the incoming governmentwill put the local back into ‘‘Localism’’, and get our great country ‘‘back on track’’, and help rebuild the economy. While both central and local government play amajor role in our the future, we at local government continue to deliver on the essential services that our communities depend on. These are the things that make our communities liveable. The hui focused on the things that could make adifference to how we deliver, with resounding support to considerfunding and financing options, as the current tools are insufficient to meet the needs of our communities. Over the past few years with the scope and pace of change this has put many councils under pressure. Councils are bound by the same regulations as you in your business, and often funds get diverted from the usual business to focus on other issues. Your council has been advocating for your district, working through the myriad of legislative changes, and tackling the funding demands, while striving to keep our communities running smoothly. The new Government needs to listen and understand us better. We need to listen and ensure we work with you, our community, to focus on the things that matter most to you as we map our next 10 years and beyond together. In issuing arecommendation to decline aprivate plan change application to rezone land at Ohoka last month, independent commissioners Cindy Robinson and Ros DayCleavin were critical of the council fornot making enough provision for housing growth. But Mr Gordon said the criticism was ‘‘unfair’’. ‘‘I guess they are entitled to come to whatever conclusions they like, but Ican assure youthe council does have enough provision to meet short to long term land capacity.’’ He said under the existing Waimakariri District Plan, there was 321 hectares available for development, which equated to capacity for around 5900 new houses. Based on its growth model, which was prepared under the requirements set out in the National Policy Statement on Urban Development, the council projected demand for 5600 new houses over the next 10 years. Under the Proposed District Plan, notified in <strong>November</strong> 2021, the council believed it had provision for rezoning of land to cater for more than 20,000 new houses. The Proposed District Plan has been incorporated into the Greater ChristchurchSpatial Plan, which has just finished consultation. The council put forwardthis evidence as part of its plan change assessment, with the applicant, Rolleston Industrial Developments Ltd, arguing the council’s model ‘‘overstated capacity’’. But Mr Gordon said other councils, including the Selwyn District Council, used the same methodology. ‘‘The model will always be subject to variables and changing market demands across a30year period’’ Rolleston Industrial Developments Ltd also presented evidence suggesting land in northeast Kaiapoi,which has been included in the spatial plan, was unsuitable for development. Arural zoning designation was then imposed by the Waimakariri District Council, which has been retained in the Proposed District Plan, with the council also designating it for possible future development. Specific zoning outcomes were being considered as part of the District Plan Review, due to be completed in June next year. The costs of developing the former red zone land were likely to be high, and apotential developer would need to be awareofthe constraints specific to the area, acouncil spokesperson said. ‘‘Any flooding or other environmental considerations would need to be accounted for in any development plans.’’ But developershave already expressed interest in former red zone land, including aconsortium led by Kaiapoi developer Jedd Pearce, which is exploring the possibility of amarina development including apartment style living. Mr Gordon said the experience reinforced the need for a moratorium on private plan changes while acouncil is going through a District Plan Review. ‘‘All of that consultation can be compromised by aprivate plan change.’’ Mr Gordon raised his concerns with Outgoing Environment Minister David Parker last year and planned to raise the issue again when anew Environment Minister is appointed. ‘‘Changes were signalled in the Resource Management Act reforms, but the incoming Government has signalled it will take adifferent direction, so we will wait to see what that is.’’ Public interest journalism funded through New Zealand on Air.
