<strong>On</strong>-<strong>line</strong> Journal <strong>Modelling</strong> <strong>the</strong> <strong>New</strong> <strong>Europe</strong><br />

<strong>Europe</strong>an Union was <strong>no</strong>t <strong>the</strong> principal promoter. This was <strong>the</strong> case of <strong>the</strong> Black Sea<br />

Eco<strong>no</strong>mic Cooperation where Russia was a founding member and <strong>the</strong> only EU<br />

involvement was <strong>the</strong> participation of <strong>the</strong> <strong>Europe</strong>an Commission as an observer. Even in<br />

this context, Russia proved to be reluctant to support or contribute to BSEC goals and<br />

activities.<br />

A brief analysis of Russia’s involvement in <strong>the</strong> Black Sea regional cooperation schemes<br />

over <strong>the</strong> past 10 years shows that even though formal participation can be found in many<br />

cases, <strong>the</strong>re is a lack of engagement in actual relevant multilateral forms of cooperation. It<br />

is important to mention that <strong>no</strong>t all of <strong>the</strong>se regional schemes were planned to include<br />

Russia within <strong>the</strong>ir framework, some of <strong>the</strong>m emerged as a reaction to Russian hard<br />

security political actions. This was <strong>the</strong> case of <strong>the</strong> GUAM- Organization for Democracy<br />

and Eco<strong>no</strong>mic Development, an international forum which includes Azerbaijan, Moldova,<br />

Georgia and Ukraine. According to Kuzio, one of <strong>the</strong> main factors that contribute to<br />

GUAM formation was <strong>the</strong> separatism promoted by Russia in <strong>the</strong> post-Soviet era which<br />

maintained <strong>the</strong> “frozen conflicts” of Azerbaijan, Moldova and Georgia. A<strong>no</strong><strong>the</strong>r factor that<br />

united <strong>the</strong>se four countries was <strong>the</strong> Russian military presence on <strong>the</strong>ir territory (Russian<br />

troops in Moldova and Georgia and <strong>the</strong> Russian Black Sea Fleet in Crimea). 35 When<br />

Ukraine and Georgia were officially encouraged to seek NATO membership in 2008,<br />

Russia adopted a more aggressive position towards <strong>the</strong>m and <strong>the</strong>ir issues related to<br />

separatism and energy dependency. 36<br />

The next regional initiative was <strong>the</strong> creation of <strong>the</strong> International Federation for<br />

Sustainable Development and Fight against Poverty in <strong>the</strong> Mediterranean-Black Sea<br />

(FISPMED) on 2004. FISPMED is an association of 217 members from 37 different<br />

countries (including Russia) which aims to engage in activities related to sustainable<br />

development issues and environmental problems. A closer look on <strong>the</strong> FISPMED<br />
