THE EUROPEAN PUBLIC SPACE BEFORE LISBON<br />

Abstract: Despite <strong>the</strong> adoption of <strong>the</strong> common coin in most of <strong>the</strong> <strong>Europe</strong>an countries, <strong>the</strong> <strong>Europe</strong>anization<br />
of identities, ways of living and orientations, <strong>the</strong> rising of a common public space seem to be a dream<br />
difficult to reach. In <strong>the</strong> absence of a common identity, <strong>the</strong> name of <strong>the</strong> <strong>Europe</strong>an community is over-rated. In<br />
addition, such an identity is based on <strong>the</strong> existence of a pan-<strong>Europe</strong>an public space. This concept could<br />
represent a domain in which <strong>the</strong> values and <strong>the</strong> transnational principles or practices are defined, concretized,<br />
and evaluated to <strong>the</strong> point of legitimacy.<br />

In <strong>the</strong> absence of a common identity, <strong>the</strong>re is <strong>no</strong> true and sustainable <strong>Europe</strong>an community.<br />
Such common identity is vitally dependent on <strong>the</strong> existence of a pan-<strong>Europe</strong>an public<br />
space. A <strong>Europe</strong>an public space would be a realm in which transnational values and<br />
principles - or transnational practices - can be defined, shaped, and reshaped, and in which<br />
supranational political institutions can gain legitimacy.<br />
A <strong>Europe</strong>an public space may be a requirement for a united <strong>Europe</strong>, but unity should <strong>no</strong>t<br />
be confused with uniformity. The true challenge is to take diversity seriously and make<br />
room for new perspectives - whe<strong>the</strong>r in word or thought. <strong>On</strong>ly such a rich and<br />
freewheeling dialogue has <strong>the</strong> potential to forge a common identity and put it to <strong>the</strong> proof.<br />
