According to <strong>the</strong> study of Center of Studies and Research in Culture that aimed to analyze<br />
<strong>the</strong> impact of cultural capital program on certain groups of operators, <strong>the</strong> cultural program<br />
of ECoC has succeeded in presenting a positive impact on <strong>the</strong> city eco<strong>no</strong>my, <strong>no</strong>t only in<br />
2007, but also in <strong>the</strong> following years. Currently, <strong>the</strong> average expenditures of Sibiu’s<br />
visitors increased from 2007. These are spending <strong>no</strong>w almost two times more than <strong>the</strong>y<br />
spent in 2007, but this only indicates structural changes in local tourist market 7 .<br />
Cluj-Napoca however, as a candidate for <strong>the</strong> title and with <strong>the</strong> example of Sibiu in 2007,<br />
has started already to make steps in establishing a cultural strategy. This gives this city a<br />
longer action and training period of time. <strong>On</strong> <strong>the</strong> o<strong>the</strong>r hand, for Sibiu case, <strong>no</strong> existence of<br />
rival cities for <strong>the</strong> title was in question, to determine Sibiu to develop a much better and a<br />
much earlier strategy that <strong>the</strong> one it prepared. We believe that Timisoara and Iași as Cluj-<br />
Napoca’s counter candidates to <strong>the</strong> title in 2020 determined <strong>the</strong> last city in question to start<br />
quicker a better structured cultural strategy, which by its development topics and aims will<br />
inevitably lead to eco<strong>no</strong>mic growth also. Eco<strong>no</strong>mic growth will also due to <strong>the</strong> high<br />
eco<strong>no</strong>mic potential that this city registers <strong>no</strong>w. Although currently we can<strong>no</strong>t see an annual<br />
eco<strong>no</strong>mic boom of Cluj-Napoca, <strong>the</strong> number of cultural activities is annually increasing<br />
and manages to draw from one cycle to a<strong>no</strong><strong>the</strong>r a raised number of participants to cultural<br />
