The ECoC program involves also a number of significant investments in cultural and <strong>no</strong>n-<br />
cultural infrastructure. The table below shows all <strong>the</strong> investments for this sector in Sibiu.<br />
Mrs. Matioc stated however, that <strong>the</strong>se investments were required to be made <strong>no</strong> matter <strong>the</strong><br />
ECoC title and that its progress represented only <strong>the</strong> impulse for <strong>the</strong> beginning of <strong>the</strong>se<br />
investments 15 .<br />

The strategy of development began, however, at Sibiu, as if Cluj-Napoca, even before <strong>the</strong><br />
cultural year, and for Sibiu, some of <strong>the</strong>m had completed it later.<br />
Currently, in Cluj-Napoca we can see in this respect, some vague steps, seen as future<br />
projects, initiated by local authorities. It seeks <strong>the</strong> establishment of a Cultural Center<br />
located outside <strong>the</strong> city to bring toge<strong>the</strong>r different cultural directions (<strong>the</strong>ater, music, fine<br />
arts, etc.), a center for conducting various cultural events. O<strong>the</strong>r investments have already<br />
been completed such as stadiums, but <strong>the</strong>se and <strong>the</strong>ir need are <strong>the</strong> subjects of a<strong>no</strong><strong>the</strong>r<br />
