<strong>On</strong>-<strong>line</strong> Journal <strong>Modelling</strong> <strong>the</strong> <strong>New</strong> <strong>Europe</strong><br />

<strong>Europe</strong>an Regional Policy became more important and turned into a basic structural policy<br />
of <strong>the</strong> <strong>Europe</strong>an Communities. This made <strong>the</strong> <strong>Europe</strong>an Regional Policy much more<br />
complex and it allowed it to include all <strong>the</strong> elements of consistent sustainable development<br />
in <strong>the</strong> Community area. Therefore <strong>the</strong> need of a reform appeared. This was meant to extend<br />
<strong>the</strong> range of action of <strong>the</strong> <strong>Europe</strong>an Regional Policy from regional development to<br />
competition, transport or environment. This is <strong>the</strong> reason why, starting with 1988 <strong>the</strong><br />
<strong>Europe</strong>an Regional Policy becomes <strong>the</strong> <strong>Europe</strong>an Community Cohesion Policy, a much<br />
more elaborated and complex policy which could be effective in reaching <strong>the</strong> main<br />
objectives at community level: liberalizing trade, creating <strong>the</strong> Single Market, and <strong>the</strong><br />
Eco<strong>no</strong>mic and Monetary Union. Therefore, <strong>the</strong> Cohesion Policy is that specific <strong>Europe</strong>an<br />
Policy with <strong>the</strong> general objective of “reducing <strong>the</strong> discrepancies in <strong>the</strong> levels of<br />
development of various regions, in order to consolidate eco<strong>no</strong>mic and social cohesion”. 68<br />
Although, starting with 1988, we have used various names for <strong>the</strong> <strong>Europe</strong>an Regional<br />
Policy <strong>–</strong> like ,,Regional and Cohesion Policy”, ,,Eco<strong>no</strong>mic and Social Cohesion Policy” or<br />
strictly ,,Cohesion Policy” (<strong>the</strong> latter being preferred by <strong>Europe</strong>an institutions), we have to<br />
mention <strong>the</strong> fact that this policy has preserved its core element, <strong>the</strong> region. Therefore, <strong>the</strong><br />
Cohesion Policy adapted to change without losing sight of its basic orientation, that of<br />
acting in support of a balanced development within <strong>Europe</strong>an regions. 69<br />
The years 1988-2006 bring upon two important reforms of <strong>the</strong> Cohesion Policy, with <strong>the</strong><br />
sole purpose of transforming this policy into a powerful political and especially financial<br />
instrument. Therefore, <strong>the</strong> <strong>Europe</strong>an Council released in 1988 <strong>the</strong> first Regulation which<br />
integrated three structural funds: <strong>the</strong> <strong>Europe</strong>an Regional Development Fund, <strong>the</strong> <strong>Europe</strong>an<br />
Social Fund and <strong>the</strong> Guarantee Section of <strong>the</strong> <strong>Europe</strong>an Agricultural Guidance and<br />
Guarantee Fund under <strong>the</strong> name of ,,Structural Funds”, and subordinated <strong>the</strong>m to <strong>the</strong><br />
Cohesion Policy. Fur<strong>the</strong>rmore, <strong>the</strong> Regulation established a period of availability of five<br />
years (1988-1993) for <strong>the</strong>se funds. The two chro<strong>no</strong>logical reforms of <strong>the</strong> Cohesion Policy<br />
