As much as <strong>the</strong> <strong>Europe</strong>an Union would want to deny its dependency on Russia’s energy<br />

supplies and to undermine Russia’s central role in <strong>the</strong> broader energy game, we can find<br />

contradictory arguments even at a discourse analysis level. As argued by Papava, <strong>the</strong>”<br />

alternative” term used to often in <strong>Europe</strong>an Union official statements, “consciously, or<br />

unconsciously reflects <strong>the</strong> confrontation between Russia and <strong>the</strong> rest of <strong>the</strong> world in energy<br />

related issues.” 57 The only Black Sea country that could have a bargaining potential seems<br />

to be Turkey, who succeeded to reduce <strong>the</strong> Russian mo<strong>no</strong>poly over <strong>the</strong> external transport<br />

routes by transporting Azerbaijan oil and natural gas through Baku-Tibilisi-Ceyhan<br />

pipe<strong>line</strong>. Turkey also represents <strong>the</strong> link between Middle East energy supplies and <strong>the</strong><br />

<strong>Europe</strong>an market given its strategic importance for <strong>the</strong> Nabucco pipe<strong>line</strong> project (see <strong>the</strong><br />

annexes). 58 Although it represents <strong>the</strong> main alternative that for <strong>the</strong> <strong>Europe</strong>an Union,<br />

Nabucco encountered numerous difficulties ranging from a lack of financial sources to<br />

cover its cost, to <strong>the</strong> question of whe<strong>the</strong>r it will succeed to secure <strong>the</strong> promised volume of<br />

natural gas supplies. In 2010, a leading energy expert talking about <strong>the</strong> probability of<br />

Nabucco pipe<strong>line</strong> construction stated that <strong>the</strong> project has “<strong>no</strong> demand, <strong>no</strong> supply, and <strong>no</strong><br />

money.” 59 The same opinion was shared by <strong>the</strong> Russian president, Vladimir Putin, who<br />

affirmed that <strong>the</strong>re can be <strong>no</strong> competition between South Stream and Nabucco (<strong>the</strong> Russian<br />

competing pipe<strong>line</strong> project) since “one project has <strong>the</strong> gas and <strong>the</strong> o<strong>the</strong>r does <strong>no</strong>t.” 60<br />

However, <strong>the</strong> long stagnation of <strong>the</strong> Nabucco projects was partially determined by Russia’s<br />

counter-proposals which succeeded to constantly delay its implementation, so that in 2010<br />

“EU planning called for construction of <strong>the</strong> 1.1 tcf-capacity Nabucco pipe<strong>line</strong> to begin in<br />

<strong>2012</strong> and for shipments to begin in 2017. In 2011, new higher cost estimates for building<br />

<strong>the</strong> pipe<strong>line</strong> appeared to place <strong>the</strong>se plans at risk, pushing back shipments until 2019.” 61<br />
