On-line Journal Modelling the New Europe Issue no. 4/2012 THE EUROPEAN PUBLIC SPACE BEFORE LISBON Dr. Miruna Andreea Balosin Faculty of European Studies, Universitatea Babeș-Bolyai, Cluj-Napoca, Subjects of interests: EU lobbying activities, civil society, EU decision-making E-mail address: miruna.balosin@ubbcluj.ro Abstract: Despite the adoption of the common coin in most of the European countries, the Europeanization of identities, ways of living and orientations, the rising of a common public space seem to be a dream difficult to reach. In the absence of a common identity, the name of the European community is over-rated. In addition, such an identity is based on the existence of a pan-European public space. This concept could represent a domain in which the values and the transnational principles or practices are defined, concretized, and evaluated to the point of legitimacy. Key words: European public space, democratic deficit, unity In the absence of a common identity, there is no true and sustainable European community. Such common identity is vitally dependent on the existence of a pan-European public space. A European public space would be a realm in which transnational values and principles - or transnational practices - can be defined, shaped, and reshaped, and in which supranational political institutions can gain legitimacy. A European public space may be a requirement for a united Europe, but unity should not be confused with uniformity. The true challenge is to take diversity seriously and make room for new perspectives - whether in word or thought. Only such a rich and freewheeling dialogue has the potential to forge a common identity and put it to the proof. 74
