Russia, Ukraine and Romania. 41<br />

In December 2005, a forum took place in Ukraine ending with <strong>the</strong> creation of an inter-<br />

governmental organisation, <strong>the</strong> Community for Democratic Choice. The organisation<br />

comprises nine countries from <strong>the</strong> Baltic, Balkan and Black Sea regions and aims to<br />

promote human rights, democracy and to ensure peace in <strong>the</strong> Baltic-Black Sea region.<br />

Russia was invited to participate at <strong>the</strong> forum but Vladimir Putin dec<strong>line</strong>d <strong>the</strong> invitation<br />

and sent instead an embassy official to <strong>the</strong> event. The Russian press had virulent reactions<br />

regarding this initiative which was perceived in Moscow as an opportunity to encourage<br />

Georgian and Ukrainian rapprochement with <strong>the</strong> West, and thus considered as an attempt<br />

to weaken Russia’s influence in <strong>the</strong> Black Sea region. 42 Unfortunately, <strong>the</strong> CDC has failed<br />

as <strong>the</strong> participants showed little interest and commitment for its promotion.<br />

The same happened with <strong>the</strong> Black Sea Forum organized in Bucharest in 2006, which was<br />

meant to consolidate <strong>the</strong> profile of <strong>the</strong> Black Sea region and foster <strong>the</strong> regional dialogue<br />

and partnership. Turkey and Russia, <strong>the</strong> two main regional stakeholders were absent. As it<br />

was already expected, Russia asked to be represented on diplomatic level, sending <strong>the</strong><br />

Russian ambassador to participate just as an observer. 43 Although <strong>the</strong> inaugural forum was<br />

promising, <strong>no</strong> o<strong>the</strong>r forums were organized after.<br />

After Romania and Bulgaria entered <strong>the</strong> <strong>Europe</strong>an Union, <strong>the</strong> discussions concerning a<br />

future EU policy towards this region were intensified. Consequently, in 2007 <strong>the</strong> <strong>Europe</strong>an<br />

Union launched <strong>the</strong> Black Sea Synergy, a path-breaking initiative which aims to develop<br />

regional cooperation, streng<strong>the</strong>n civil society and contribute to regional stability. The<br />

synergy was <strong>no</strong>t created to overlap or compete with <strong>the</strong> Eastern Partnership that was<br />
