should report back to the board
with their recommendation no
later than the January 2012
meeting.
Discussion: During the last
two flooding incidents there
have been issues with property
owners who do not give
due respect to GTA Security
Officers, or ignore their instructions.
Some members feel
they don’t need to heed the instructions
of a Security Officer
since GTA officers do not carry
the weight of the law. This is a
safety issue.
Shane is a middle-age miniature pincher with no teeth. He was rescued by Safe Haven in September when his time
was running out at a Cedar Rapids animal humane society. He is frisky and playful, friendly and housebroken. He
would so appreciate a special family of his own. He is a special needs animal requiring a quiet and caring home. He
also requires wetted food since he has no teeth and would love a warm lap to snuggle in.
Forrest is a male tiger-striped cat with lots of white fur on his face and chest. Forrest has big expressive yellow/
green eyes and a beautiful face. He knows his name, comes when called, uses his litter box and is a friendly, curious
fellow. Forrest is a little more than 1 year old and has been living at Safe Haven since October of 2010 where he came
as a stray. A home with a family will make his life complete.
e. It was moved and seconded
(Fisher, F. Peterson) to
establish a line of credit with
the First Community Bank not
to exceed $400,000 beginning
Oct. 1, 2011, to cover cash
flow needs created by the cost
of repairs from storm damage
suffered in July 2011.
Discussion: This line of
credit would be paid off after
the emergency assessment
is levied or in the event that
the Vincent Farm is sold. The
line of credit will provide the
Association the necessary cash
flow to maintain operations
until the emergency assessment
can be levied and collected.
GM Mattingley noted
that we will be working with
the bank to establish a rolling
line of credit in the amount of
$250,000 going forward. The
f. It was moved and seconded
(Kalant, Dexter) that all
contracts the GTA enters into
over $25,000, unless an emergency
situation exists, should
be sent out to bid.
Discussion: Even if a vendor
has done work before, projects
over $25,000 should be bid out
to keep the process competitive.
It was noted that the current
board-approved purchasing
policy spells out the bidding
requirements at various levels
so safeguards are already in
place.
MOTION WITHDRAWN
Discussion: The Architectural
Review Committee (ARC)
is currently reviewing all the
guidelines and this specific
issue was brought to the forefront
based on changes in technology.
Solar lighting would
still require approval from
the ARC before any exterior
lighting is installed, but the
revised guidelines would now
include solar lighting. The re-
vised guidelines would permit
the overnight use of approved
solar lights for safety purposes.
It was noted that the ARC
continues to work with property
owners to bring them into
compliance with lighting restrictions,
particularly as it
relates to all-night lights and
light that is not diffused.
It was moved and seconded
the amended Exterior Lights
amended to add “driveways”
