Forrest is a little more than 1 year old and has been living at Safe Haven since October of 2010 where he came as a stray. A home with a family will make his life complete. Discussion: This line of credit would be paid off after the emergency assessment is levied or in the event that the Vincent Farm is sold. The line of credit will provide the Association the necessary cash flow to maintain operations until the emergency assessment can be levied and collected. Discussion: Even if a vendor has done work before, projects over $25,000 should be bid out to keep the process competitive. It was noted that the current board-approved purchasing policy spells out the bidding requirements at various levels so safeguards are already in place. It was moved and seconded (Scully, Kimball) to adopt the amended Exterior Lights Guideline that now includes solar lighting and revisions to the current guideline as presented. MOTION WITHDRAWN Discussion: The Architectural Review Committee (ARC) is currently reviewing all the guidelines and this specific issue was brought to the forefront based on changes in technology. Solar lighting would still require approval from the ARC before any exterior lighting is installed, but the revised guidelines would now include solar lighting. www.thegalenaterritory.com From the Architectural Review Committee Exterior Lights Architectural Guidelines Revised and Approved By DENNIS SCULLY Committee Chair The Architectural Review Committee (ARC) has been in the process of reviewing and revising, as necessary, the entire array of Architectural Guidelines. Early in this process the committee identified that the guidelines concerning exterior lighting in The Galena Territory had become obsolete due to the advance of technology in this area. The current guidelines do not allow lights to be left on overnight (solar lighting remains on all night), the 40 watt specification does not apply to florescent and other types of lighting now available, plus more issues had to be resolved. So, all of this required the committee to address exterior lighting guidelines on a priority basis. A small team was formed with three committee members and a property owner advisor volunteering to take a fresh look at the entire subject of exterior lighting. After a number of meetings, research and discussion, a revised set of exterior lighting guidelines were finalized. These guidelines were presented to and approved by the Architectural Review Committee on Sept. 23, 2011, and subsequently presented to and approved by the GTA Board of Directors on Oct. 1, 2011. The revised guidelines are presented here for your review I encourage you to review these guidelines and if you have any questions, please contact Dave Oldenburg or Julie Jobgen in the Architectural Review Office. Just call 815-777-8392. The overall purpose of the Exterior Lights guidelines is now stated clearly, that is, to preserve the beauty of our night sky. You will notice that overnight solar lighting is now permitted, for safety purposes only, along driveways, walkways and stairs and with maximum spacing. Overnight solar lights are not allowed for landscape and accent lighting. It is important that before the installation of any exterior lighting, the Architectural Review Office be consulted for advice and approval for specific fixtures and applications. We are confident that GTA members whose exterior lighting applications are outside of these revised guidelines will come into compliance as soon as possible so we can all better enjoy our beautiful night sky. We need to thank the team who spent their time and energy to bring our exterior lighting guidelines up to date: Rob Vollkommer (team leader), Bill Kimball, Dave Mikelson and Bonnie Garrity (property owner advisor). EXTERIOR LIGHTS – REVISED OCT. 1, 2011 One of the gifts offered to the guests and residents of The Galena Territory is the beauty of our night sky. Very bright, harsh exterior lighting is not in keeping with this concept of our night sky enjoyment and can be offensive to neighboring properties. The Architectural Guidelines seek to find a balance between this vista and everyone’s safety and enjoyment. Farm lights, flood lights, and high intensity security lights will not be approved. Post lights should not exceed 6’ in height to the top of the light fixture, and the light source must be directed downward and of sufficiently low wattage (450 lumens or 40 watt incandescent maximum) to reduce glare. Direct glare shall be minimized through the use of sufficient shrouding or opaque glass so that the light bulb is not visible through the glass and cannot exceed 450 lumens (40 watt incandescent). No fixtures with clear glass lenses will be approved. All-night lighting in the form of solar lights is permissible for safety purposes only (i.e. driveways, walkways and stairs). Residents are encouraged to stay away from blue lights and should use warmer hues of yellow and soft white. Strategic, maximum spacing is required. Use of lights as landscape and architectural accents is not allowed. All-night outside illumination, other than solar lighting, is not permitted. Prior to the new installation or replacement of exterior lights consult with the Architectural Review Office. A booklet and display of approved exterior light fixtures is available. The Architectural Review Committee must approve installation of any type of outside lights.
