GM Mattingley noted that at<br />

the last board meeting it was<br />

determined to levy an emergency<br />

assessment as soon as<br />

the final repair numbers are<br />

available. He noted that several<br />

trails have been closed indefinitely<br />

and several are in the<br />

process of being rerouted.<br />

GM Mattingley also noted<br />

that management is working<br />

with Jo-Carroll Energy to investigate<br />

three possible options<br />

for low interest funding through<br />

the United States Department<br />

of Agriculture for the Marina<br />

flood mitigation project and the<br />

retaining wall at the spillway<br />

on Thunder Bay Road.<br />

v. <strong>The</strong> October 29, <strong>2011</strong><br />

board meeting will be held in<br />

the Game Room due to the<br />

Kids’ Halloween Spooktacular<br />

that will be held in the Social<br />

Halls that day.<br />

vi. Dave Oldenburg reported<br />

that the pool perimeter<br />

wall is 90 percent complete<br />

and being backfilled. <strong>The</strong> back<br />

wall from the existing building<br />

to the natatorium has been excavated<br />

and will be poured this<br />

week. Neuman Pools plans to<br />

dig and pour the pool walls<br />

next week. Drainage tile for<br />

removing storm water was<br />

installed and is completed.<br />

<strong>The</strong> general contractor, Epic<br />

Construction, is framing in<br />

the rear of the building in the<br />

area that was partially demolished<br />

as part of the project.<br />

Williams Architects did a site<br />

visit this week and addressed a<br />

few issues. Jo Daviess County<br />

Building and Zoning representatives<br />

have been making regular<br />

inspections; no problems<br />

have been identified to date.<br />

Fran Peterson asked if the<br />

concrete retaining wall was<br />

planned to remain grey. This<br />

will be determined later as the<br />

wall needs to cure for at least a<br />

year before adding any color. It<br />

was noted by Dave Oldenburg<br />

that changing the color would<br />

require ongoing maintenance.<br />

vii. Dave Oldenburg is in<br />

the process of contacting six individuals<br />

regarding the possible<br />

sale of the Vincent Farm. Two<br />

have said no; two are thinking<br />

about it; one person is very interested,<br />

and Dave has not yet<br />

connected with one other individual.<br />

<strong>The</strong> board recommended<br />

that the Legal,<br />

Bylaws and Arbitration<br />

Committee investigate<br />

the establishment<br />

of a fine of $1,000 to<br />

property owners and/or<br />

their guests who interfere<br />

with the duties of<br />

a GTA Security Officer.<br />

<strong>The</strong> Legal, Bylaws and<br />

Arbitration Committee<br />

should report back to<br />

the board with their recommendation<br />

no later<br />

than the January 2012<br />

meeting.<br />

viii. SandPrairie Wireless<br />

is installing a tower at Cinnabar<br />

and West Wachter Roads and<br />

has finalized all the permits.<br />

SandPrairie hopes to set the<br />

tower yet this fall. This project<br />

was approved by the board last<br />

fall.<br />

ix. GM Mattingley will be<br />

attending an Illinois Association<br />

of Lake Communities (IALC)<br />

meeting next week in southern<br />

Illinois and will be discussing<br />

detailed business plan<br />

for the board’s final approval.<br />

<strong>Territory</strong> Times<br />

Fall in the <strong>Territory</strong> ... glorious! Jan Hoedebecke<br />

possible amendments to the<br />

CICA Act and the possibility of<br />

extending the implementation<br />

date during the next veto session<br />

of the Illinois legislature.<br />

c. Committees – Updates<br />

from written reports only:<br />

i. Tom Rivera noted that<br />

the Communications and<br />

Marketing Committee met<br />

yesterday to review their <strong>2011</strong><br />

goals and objectives and established<br />

their preliminary goals<br />

for 2012.<br />

ii. Dennis Scully –<br />

<strong>The</strong> Architectural Review<br />

Committee has approved five<br />

new houses so far this year and<br />

one large addition. It looks like<br />

things are picking up a bit and<br />

that’s good news.<br />

iii. Jack Fisher reported<br />

that the Budget and Audit<br />

Committee meets on the<br />

second Friday of each month<br />

and at their next meeting they<br />

plan to finalize the Investment<br />

Policy and will be working<br />

on the Major Repairs and<br />

Replacements Funding Policy.<br />
