Strategic Planning – Jim Minton and Tim McClure of Velocity Advisors, the firm hired to help develop the strategic plan, were in attendance. Minton noted that strategic planning is a process to determine who we are, where are we going and how we are going to get there. Their three-part process for strategic planning is nearing the end of the first part and moving into the second. They continue to work with the strategic planning team and relay their work to the board at regular workshops. b. Management i. GM Mattingley reported that weekly management reports to the board are posted to the Web site for members to review as well, along with the monthly update of goals. It must also pose an immediate danger to the structural integrity of a common area or pose a danger to the life, health, safety and property of members. GM Mattingley noted that at the last board meeting it was determined to levy an emergency assessment as soon as the final repair numbers are available. He noted that several trails have been closed indefinitely and several are in the process of being rerouted. GM Mattingley also noted that management is working with Jo-Carroll Energy to investigate three possible options for low interest funding through the United States Department of Agriculture for the Marina flood mitigation project and the retaining wall at the spillway on Thunder Bay Road. v. The October 29, 2011 board meeting will be held in the Game Room due to the Kids’ Halloween Spooktacular that will be held in the Social Halls that day. vi. Dave Oldenburg reported that the pool perimeter wall is 90 percent complete and being backfilled. The back wall from the existing building to the natatorium has been excavated and will be poured this week. Neuman Pools plans to dig and pour the pool walls next week. Drainage tile for removing storm water was installed and is completed. The general contractor, Epic Construction, is framing in the rear of the building in the area that was partially demolished as part of the project. Williams Architects did a site visit this week and addressed a few issues. Jo Daviess County Building and Zoning representatives have been making regular inspections; no problems have been identified to date. Fran Peterson asked if the concrete retaining wall was planned to remain grey. This will be determined later as the wall needs to cure for at least a year before adding any color. It was noted by Dave Oldenburg that changing the color would require ongoing maintenance. vii. Dave Oldenburg is in the process of contacting six individuals regarding the possible sale of the Vincent Farm. Two have said no; two are thinking about it; one person is very interested, and Dave has not yet connected with one other individual. $1,000 FINE FOR DISOBEYING GTA SECURITY OFFICERS UNDER REVIEW The board recommended that the Legal, Bylaws and Arbitration Committee investigate the establishment of a fine of $1,000 to property owners and/or their guests who interfere with the duties of a GTA Security Officer. The Legal, Bylaws and Arbitration Committee should report back to the board with their recommendation no later than the January 2012 meeting. viii. SandPrairie Wireless is installing a tower at Cinnabar and West Wachter Roads and has finalized all the permits. SandPrairie hopes to set the tower yet this fall. This project was approved by the board last fall. ix. GM Mattingley will be attending an Illinois Association of Lake Communities (IALC) meeting next week in southern Illinois and will be discussing BOARD APPROVES CONCEPT OF PROVIDING BEER AND WINE AT THE SNACK BAR The board approved the concept of providing beer and wine for sale at the Snack Bar during normal hours of general operation and prohibiting carry-in package goods (i.e. food, nonalcoholic and alcoholic beverages) into the Pool/Recreation Complex starting May 2012. Management will come back to the board no later than the March 2012 meeting with a detailed business plan for the board’s final approval. Jan Hoedebecke possible amendments to the CICA Act and the possibility of extending the implementation date during the next veto session of the Illinois legislature. c. Committees – Updates from written reports only: i. Tom Rivera noted that the Communications and Marketing Committee met yesterday to review their 2011 goals and objectives and established their preliminary goals for 2012. ii. Dennis Scully – The Architectural Review Committee has approved five new houses so far this year and one large addition. It looks like things are picking up a bit and that’s good news. iii. Jack Fisher reported that the Budget and Audit Committee meets on the second Friday of each month and at their next meeting they plan to finalize the Investment Policy and will be working on the Major Repairs and Replacements Funding Policy. 6. Action Items a. It was moved and seconded (Scully, Kalant) to approve the minutes of the Aug. 27, 2011 board meeting as presented. Motion approved: unanimously. b. It was moved and seconded (F.
