board must have won a lottery.<br />

First an attempt was made to<br />

capitalize off our co-op for propane<br />

by a two cent per gallon<br />

charge. This was on a program<br />

that was set up to SAVE members<br />

money. Now certain board<br />

members want to assess members<br />

$210 to fix the Marina,<br />

again. This is on top of an expanding<br />

yearly assessment due<br />

to building and pool expansion.<br />

Taxes in the County are high<br />

enough without <strong>The</strong> <strong>Territory</strong><br />

Directors looking for more and<br />

more. If a boater wants a boat<br />

slip, sell it to him.<br />

I want to thank you for six<br />

plus years here as an Attendant<br />

that were filled with interesting<br />

and educational conversations,<br />

laughter, and yes, a few not-sofun<br />

moments.<br />

On Oct. 4 I had surgery in<br />

Chicago to remove a precancerous<br />

cyst. I’m blessed it was<br />

found early. Because of the expected<br />

extent of the surgery,<br />

I will be more susceptible to<br />

infection. I was advised I will<br />

need to restrict my contact with<br />

groups of people, anyone not<br />

feeling well or sick, especially<br />

with winter approaching.<br />

So for now, farewell. I will<br />

miss you!<br />

Editor’s Note: Yvonne has informed<br />

us that her surgery went<br />

well and she is now resting at<br />

home, well on the road to a full<br />

recovery. She thanks everyone<br />

for the well wishes.<br />

What is the reason for<br />

amending Article XI to reduce<br />

the voting requirement for<br />

changes to the Declaration?<br />

This is a very important<br />

document and should require a<br />

high bar before it is amended.<br />

As I read the proposed change,<br />

the Legal Committee is reducing<br />

the approval requirement<br />

from two-thirds of all of<br />

the Lot and Living Unit Owners<br />

to 66 percent of the owners<br />

who vote.<br />

So, let’s assume that there are<br />

3,270 owners entitled to vote.<br />

Right now, more than 2,180<br />

owners would have to vote to<br />

change the Declaration.<br />

Under the proposed Article<br />

XI, let’s assume only 1,500<br />

owners decide to vote. So, this<br />

means 990 owners can vote to<br />

approve the changes (only 30<br />

percent of the total membership!)<br />

I urge all property owners<br />

to VOTE NO on the change to<br />

Article XI as proposed by the<br />

Legal and Bylaw Committee<br />

when you receive your ballot.<br />

I am writing this in reference<br />

to the proposed revision<br />

to the General Declaration of<br />

Covenants and Restrictions.<br />

I question the wisdom of<br />

changing the vote needed from<br />

two-thirds of all owners to 66<br />

percent of the owners voting.<br />

<strong>The</strong> Branigar Organization,<br />

the original developer of <strong>The</strong><br />

<strong>Galena</strong> <strong>Territory</strong>, through their<br />

experience in developing other<br />

resorts set a high bar that must<br />

be achieved to amend this<br />

declaration. This was done to<br />

protect all of us owners from<br />

a future group coming in with<br />

an agenda and changing the<br />

environment and amenities we<br />

all purchased our properties to<br />

enjoy. Hopefully we will follow<br />

their advice and avoid any future<br />

problems.<br />

I would recommend that this<br />

amendment be defeated.<br />
