SETTING THE SCENE<br />

Background to legislation and policy<br />

If a society's maturity is judged by the value placed on the care and<br />

protection of children then the period 1950-2000 has to be one of<br />

particular significance and importance in Northern Ireland. During<br />

this time the recognition of the needs of children, and the<br />

responsibility both collectively and individually to meet these, has<br />

moved increasingly to the forefront of modern society. Prime<br />

importance is now given by the legislators and specific statutory and<br />

voluntary organisations to ensuring that children, with a range of<br />

social, physical and emotional needs have access to services to enable<br />

them to achieve their full potential. Increasingly this right is being<br />

enshrined in legislation. Children are now seen as individuals who<br />

have the right to be heard and to participate in decisions, which<br />

affect their life opportunities and well-being.<br />

Alongside these legal developments the period has experienced<br />

major improvements in the range of children's services provided.<br />

Some of these have emerged through the energy and vision of<br />

particular groups and organisations; others, through reports on the<br />

deaths, serious injury or abuse of children caused most often by<br />

abusive adults. There is now universal child welfare services in place<br />

throughout the country. The focus of these is to promote better care<br />

of children within the family. Where this is not possible, it is ensured<br />

that every effort is made to place children in a form of substitute care<br />

which will provide a loving and supportive environment. This has<br />

been achieved through the enactment of new and improved<br />

legislation, an increase in resources and the dedication of a skilled<br />

workforce. The public has played its part with its expectations of<br />

higher standards in the provision of care for vulnerable children.<br />

Back in 1950 most of this could not have been contemplated. The<br />

United Kingdom had just emerged from a World War and was in the<br />

throes of major change - political, economic and social. Legislation<br />

which would form the foundation of a modern 'welfare' state had<br />

just been passed. This would affect the lives of all citizens but it was<br />

to have a major impact on the lives and well-being of children. These<br />
