Riitta JuvonenThe renowned F<strong>in</strong>nish education systemis go<strong>in</strong>g through a renewal phase.With smaller <strong>in</strong>com<strong>in</strong>g generationsand shr<strong>in</strong>k<strong>in</strong>g budgets <strong>the</strong> educationand tra<strong>in</strong><strong>in</strong>g providers are forced toreconsider <strong>the</strong>ir offer<strong>in</strong>gs. A number ofvocational and polytechnic <strong>in</strong>stitutes’study programmes with high unit costsare under threat, especially with <strong>the</strong> lownumber of applicants.The vocational study programme forprocess <strong>in</strong>dustry operators is one of <strong>the</strong>tra<strong>in</strong><strong>in</strong>g programmes that do not attractyoung people. Some education andtra<strong>in</strong><strong>in</strong>g providers have already decidedto discont<strong>in</strong>ue <strong>the</strong> programme.Soile KallioThe number of polytechnics offer<strong>in</strong>gprogrammes for <strong>chemical</strong> processeng<strong>in</strong>eers, or related subjects, has alsodecreased. If this trend cont<strong>in</strong>ues, <strong>the</strong><strong>chemical</strong> <strong>in</strong>dustry will face grow<strong>in</strong>grecruitment challenges.The message from <strong>the</strong> <strong>in</strong>dustry isclear: <strong>the</strong> companies need skilful peoplefor <strong>the</strong>ir production and o<strong>the</strong>r functions.If tra<strong>in</strong><strong>in</strong>g for <strong>chemical</strong> <strong>in</strong>dustryprofessions weakens, success of <strong>the</strong><strong>in</strong>dustry is endangered.For a balanced supply of educationand tra<strong>in</strong><strong>in</strong>g, communication between<strong>the</strong> <strong>in</strong>dustry and education sectors hasto be <strong>in</strong>tensified. To meet employers’personnel needs close education-<strong>in</strong>dustry<strong>in</strong>teraction on both local and nationallevel is essential.Luckily cooperation betweeneducation and tra<strong>in</strong><strong>in</strong>g <strong>in</strong>stitutes andemployers is <strong>in</strong>built <strong>in</strong> <strong>the</strong> F<strong>in</strong>nisheducation system. All basic three yearvocational study programmes <strong>in</strong>cludea six months learn<strong>in</strong>g period <strong>in</strong> actualwork places. Fur<strong>the</strong>r development ofthis collaboration will aid <strong>the</strong> <strong>in</strong>dustry <strong>in</strong>deliver<strong>in</strong>g its message to <strong>the</strong> education<strong>in</strong>stitutions. Recently, <strong>the</strong> National Boardof Education even provided some projectfund<strong>in</strong>g for this work.Skills needs mustbe anticipatedChanges <strong>in</strong> education systems andcurricula tend to be slow. The results ofchanges made today will only be seen<strong>in</strong> <strong>the</strong> labour market after several years.Thus, it is crucial to look <strong>in</strong>to <strong>the</strong> futureand try to anticipate <strong>the</strong> future skillsneeds as exactly as possible.Dur<strong>in</strong>g <strong>the</strong> last few years <strong>the</strong> F<strong>in</strong>nish<strong>chemical</strong> <strong>in</strong>dustry has participated<strong>in</strong> a number of anticipation projects.These projects seem to concentrate onexpert and managerial work, describ<strong>in</strong>g<strong>in</strong>terest<strong>in</strong>g scenarios about futurework<strong>in</strong>g life and skills but pay<strong>in</strong>g lessattention to production jobs.The <strong>in</strong>novative Aalto IDBM studentgroup tested <strong>chemical</strong> <strong>in</strong>dustry brandconcepts at <strong>the</strong> ChemBio F<strong>in</strong>land Fair<strong>in</strong> March 2013.To illum<strong>in</strong>ate <strong>the</strong> needs <strong>in</strong> productionwork, <strong>the</strong> National Education andTra<strong>in</strong><strong>in</strong>g Committee of <strong>the</strong> Chemicaland Forest Sector launched a project<strong>in</strong> 2012 about future skills <strong>in</strong> <strong>in</strong>dustrialproduction work. Based on changes<strong>in</strong> <strong>the</strong> operat<strong>in</strong>g environment and newtechnologies, <strong>the</strong> survey will provide apicture of a future process operator and<strong>the</strong> skills requirements <strong>in</strong>volved.Prelim<strong>in</strong>ary results of <strong>the</strong> projectbased on company <strong>in</strong>terviews and Delphisurveys show that process operators’ jobsare chang<strong>in</strong>g to cover a wider set of skills.Handl<strong>in</strong>g more automatised processesand master<strong>in</strong>g several positions <strong>in</strong> <strong>the</strong>The target is that <strong>the</strong><strong>chemical</strong> <strong>in</strong>dustryholds a top position <strong>in</strong>young people’s careerplans by 2020.production l<strong>in</strong>e are traits of <strong>the</strong> futureprocess operator. Understand<strong>in</strong>g bus<strong>in</strong>essprocesses and cont<strong>in</strong>uous assessment ofhealth, safety, and environment aspectsare also grow<strong>in</strong>g requirements on <strong>the</strong>factory floor level.The f<strong>in</strong>al report will be availablelater this year. The <strong>in</strong>dustry hopes thatextensive use of <strong>the</strong>se results will bemade when develop<strong>in</strong>g operator tra<strong>in</strong><strong>in</strong>gcurricula.New concepts forbetter visibilityAccord<strong>in</strong>g to a recent study by T-Media,F<strong>in</strong>nish teenagers rank <strong>the</strong> <strong>chemical</strong><strong>in</strong>dustry as <strong>the</strong>ir 21 st option of 30 whenasked where <strong>the</strong>y would like to work.Despite <strong>the</strong> low <strong>in</strong>terest <strong>in</strong> <strong>chemical</strong><strong>in</strong>dustry jobs, <strong>the</strong> T-Media study showsthat this branch is considered importantfor <strong>the</strong> society, offer<strong>in</strong>g higher wagesthan many o<strong>the</strong>r branches. The goodnews is that 30 per cent of <strong>the</strong> top pupils<strong>in</strong> high school position <strong>the</strong> <strong>chemical</strong><strong>in</strong>dustry among attractive employers.The real challenge is that <strong>chemical</strong>companies are not known among <strong>the</strong>5/2013 KEMIA15
