Pharmaceutical <strong>in</strong>dustrylook<strong>in</strong>g forNew <strong>in</strong>novationsand <strong>in</strong>vestmentsNew medic<strong>in</strong>es have revolutionised <strong>the</strong> treatment ofmany diseases, but <strong>the</strong>re is still a great need for new<strong>in</strong>novations. F<strong>in</strong>land wants to get back on track andhave its fair share <strong>in</strong> attract<strong>in</strong>g <strong>in</strong>vestments and host<strong>in</strong>g<strong>in</strong>novations and cl<strong>in</strong>ical research.Mia BengtströmIn F<strong>in</strong>land, <strong>in</strong>vestments <strong>in</strong>to medic<strong>in</strong>eR&D have traditionally been 200–250million euros annually, <strong>in</strong> addition to <strong>the</strong>free study medication worth 70 millioneuros. R&D has also been of majorimportance for employment.F<strong>in</strong>land <strong>in</strong>vests considerably <strong>in</strong>academic, health-related basic research.F<strong>in</strong>nish scientists and health careproviders are highly regarded <strong>in</strong>ternationally(Figure 1). Still, when <strong>the</strong>time comes to cash <strong>in</strong> on <strong>the</strong> <strong>in</strong>novationprofits, F<strong>in</strong>land has a lot to learn. Despiteproblems with commercialisation <strong>the</strong>reare several success stories from <strong>the</strong> past20 years.Dur<strong>in</strong>g <strong>the</strong> last few years, <strong>the</strong>re havebeen a lot of activities related to <strong>in</strong>novation.In 2009 an Academy of F<strong>in</strong>land reportlisted what k<strong>in</strong>ds of measures are requiredto improve biomedical and cl<strong>in</strong>icalresearch.The recommendations of <strong>the</strong> Academy<strong>in</strong>clude, among o<strong>the</strong>r th<strong>in</strong>gs, a radicaloverhaul of <strong>the</strong> cl<strong>in</strong>ical research careerlife cycle, <strong>in</strong>crease and stabilisation offund<strong>in</strong>g for cl<strong>in</strong>ical research, reductionof <strong>the</strong> tension between cl<strong>in</strong>ical researchand cl<strong>in</strong>ical practise, m<strong>in</strong>imisationof bureaucracy and susta<strong>in</strong>ability ofresearch performance, management, and<strong>the</strong> support<strong>in</strong>g <strong>in</strong>frastructure.These recommendations have notbeen implemented, however, and <strong>the</strong>attractiveness of research is still decl<strong>in</strong><strong>in</strong>g.The <strong>in</strong>vestigators have too little time and<strong>in</strong>centives for research. This might affect<strong>the</strong> wellbe<strong>in</strong>g of patients with diseaseswith no available treatment. Eventually,<strong>the</strong> standard care and development oftreatments will also be affected.Good collaborationrequiredTwo additional reports on researchenvironment were published <strong>in</strong> 2012;one by Ramboll Management and <strong>the</strong>o<strong>the</strong>r commissioned by <strong>the</strong> M<strong>in</strong>istry ofEmployment and <strong>the</strong> Economy. Bothreports make valuable recommendationson what needs to be done to improve <strong>the</strong>attractiveness of F<strong>in</strong>land for <strong>in</strong>vestments<strong>in</strong> <strong>in</strong>novations and cl<strong>in</strong>ical research.In order to establish a functionalresearch ecosystem for medic<strong>in</strong>es, agood collaboration between <strong>the</strong> threerelevant M<strong>in</strong>istries, namely <strong>the</strong> M<strong>in</strong>istryof Social Affairs and Health, <strong>the</strong> M<strong>in</strong>istryof Employment and <strong>the</strong> Economy, and<strong>the</strong> M<strong>in</strong>istry of Education and Culture,is required. A strong commitment toimprove <strong>the</strong> <strong>in</strong>novation <strong>in</strong>frastructure,legislation, and f<strong>in</strong>anc<strong>in</strong>g of research isrequired as a strategic statement.Pharma Industry F<strong>in</strong>land (PIF) isestablish<strong>in</strong>g an Advisory Board onPharmaceutical Research <strong>in</strong> order tofacilitate close collaboration betweenall stakeholders <strong>in</strong> medic<strong>in</strong>e researchOrionThe anti-Park<strong>in</strong>son'sdrug entacapone andMirena <strong>in</strong>trauter<strong>in</strong>econtraceptive belong toF<strong>in</strong>nish pharmaceutical<strong>in</strong>novations developedby Orion.46 KEMIA 5/2013
