The EU’s newclimate andenergy policyframework willbe critical for<strong>the</strong> <strong>chemical</strong><strong>in</strong>dustry’s competitiveness.ScanstockphotoEU’s climate and energy policySignificant changesneededA strong <strong>chemical</strong> <strong>in</strong>dustry is needed dur<strong>in</strong>g <strong>the</strong> transition towards a low carbon economy.This is critical to remember now when <strong>the</strong> EU is prepar<strong>in</strong>g its new framework for climateand energy policies. A new policy framework must be designed so that <strong>the</strong> outcome isenvironmentally effective and susta<strong>in</strong>able, but also economically and socially susta<strong>in</strong>able.Sami NikanderIt is clear that significant changes areneeded <strong>in</strong> <strong>the</strong> EU’s present climate andenergy policy framework.For <strong>in</strong>stance, <strong>the</strong>re has been aglobal revolution of <strong>the</strong> energy marketfollow<strong>in</strong>g <strong>the</strong> shale gas boom <strong>in</strong> <strong>the</strong> US.This has put fossil energy prices <strong>in</strong>to adownward trend <strong>in</strong>stead of an upwardtrend as previously believed. It shouldalso be remembered that energy prices <strong>in</strong>Asia are traditionally much lower levelthan <strong>in</strong> F<strong>in</strong>land.When sett<strong>in</strong>g climate targets realismis also needed. This is very much on <strong>the</strong>agenda now, while <strong>the</strong> preparations for<strong>the</strong> 2015 negotiations are on-go<strong>in</strong>g.The unexpected economic crisis haslimited <strong>the</strong> EU’s ability to shoulderunilateral policy costs, whereas a globalclimate policy agreement has yet toemerge. Sett<strong>in</strong>g unilateral targets forEurope has proven <strong>in</strong>effective whendeal<strong>in</strong>g with a global problem such asclimate change.While <strong>the</strong> EU countries have reduceddirect emissions from <strong>in</strong>dustrial<strong>in</strong>stallations, global emissions haverisen exponentially. If unrevised, <strong>the</strong>EU climate policy rewards export<strong>in</strong>gemissions toge<strong>the</strong>r with production andjobs. It is necessary to cont<strong>in</strong>ue withCO 2-reductions, but with a perspectiveof growth for efficient <strong>in</strong>stallations andnew <strong>in</strong>vestments.The <strong>chemical</strong> <strong>in</strong>dustry is exposedto global competition, so it is stronglyaffected by events and developmentsaround <strong>the</strong> world.From <strong>the</strong> <strong>chemical</strong> <strong>in</strong>dustry’s po<strong>in</strong>t18 KEMIA 5/2013
