exports volume index, all goods: An index based on quantity<br />

units <strong>of</strong> goods such as number or weight (11, chapter V; 22,<br />

chapter XVI). See also index number, Laspeyres.<br />

external trade conversion factors: Exchange rates used to<br />

convert trade data expressed in national currencies into a<br />

common currency such as United States dollars (21).<br />

F<br />

ferro-alloys: CPC Vers. 1.1 (7) subclasses 41112-41115:<br />

ferro-manganese, ferro-chromium, ferro-nickel <strong>and</strong> o<strong>the</strong>r<br />

ferro-alloys.<br />

FOB (Free on board): <strong>The</strong> seller's obligation to deliver is<br />

fulfilled when <strong>the</strong> goods have passed over <strong>the</strong> ship's rail at<br />

<strong>the</strong> named port <strong>of</strong> shipment. This means that <strong>the</strong> buyer has<br />

to bear all costs <strong>and</strong> risks <strong>of</strong> loss <strong>of</strong> or damage to <strong>the</strong> goods<br />

from that point. This term can only be used for sea <strong>and</strong><br />

inl<strong>and</strong> waterway transport (11).<br />

floor area: Floor area <strong>of</strong> buildings is <strong>the</strong> sum <strong>of</strong> <strong>the</strong> area <strong>of</strong><br />

each floor <strong>of</strong> <strong>the</strong> building measured to <strong>the</strong> outer surface <strong>of</strong><br />

<strong>the</strong> outer walls including <strong>the</strong> area <strong>of</strong> lobbies, cellars,<br />

elevator shafts <strong>and</strong> in multi-dwelling buildings all <strong>the</strong><br />

communal spaces. Areas <strong>of</strong> balconies are excluded (21,<br />

p. 168).<br />

food production index: Food production includes<br />

commodities that are considered edible <strong>and</strong> that contain<br />

nutrients. Accordingly, c<strong>of</strong>fee <strong>and</strong> tea are excluded because<br />

<strong>the</strong>y have practically no nutritive value (1, p. ix).<br />

freight loaded: <strong>The</strong> weight <strong>of</strong> all goods (including packing)<br />

<strong>and</strong> livestock which, at <strong>the</strong> ports <strong>of</strong> <strong>the</strong> country in question,<br />

were ei<strong>the</strong>r loaded into national or foreign sea-going vessels<br />

for unloading in ano<strong>the</strong>r country, or unloaded from national<br />

H<br />

hard coal: Hard coal is coal that has a high degree <strong>of</strong><br />

coalification with a gross calorific value above 24 MJ/kg<br />

(5700 kcal/kg) on an ash-free but moist basis, <strong>and</strong> with a<br />

reflectance index <strong>of</strong> vitrinite <strong>of</strong> 0.5 <strong>and</strong> above. Slurries,<br />

middlings <strong>and</strong> o<strong>the</strong>r low-grade coal products, which cannot<br />

be classified according to <strong>the</strong> type <strong>of</strong> coal from which <strong>the</strong>y<br />

are obtained, are included under hard coal. (Source: United<br />

<strong>of</strong> hard coal: (i) coking coal <strong>and</strong> (ii) o<strong>the</strong>r<br />

bituminous coal <strong>and</strong> anthracite (also known as steam coal).<br />

Coking coal is a hard coal with a quality that allows <strong>the</strong><br />

production <strong>of</strong> coke suitable to support a blast furnace<br />

charge. Steam coal is coal used for steam raising <strong>and</strong> space<br />

heating purposes <strong>and</strong> includes all anthracite coals <strong>and</strong><br />

bituminous coals not classified as coking coal.<br />

imports <strong>of</strong> goods: Goods which add to <strong>the</strong> stock <strong>of</strong> material<br />

resources <strong>of</strong> a country by entering its economic territory.<br />

Goods simply being transported through a country (goods in<br />

transit) or temporarily admitted (except for goods for inward<br />

processing) do not add to <strong>the</strong> stock <strong>of</strong> material resources <strong>of</strong><br />

a country <strong>and</strong> are not included in <strong>the</strong> international<br />

merch<strong>and</strong>ise trade statistics. In many cases, a country's<br />

economic territory largely coincides with its customs<br />

territory, which is <strong>the</strong> territory in which <strong>the</strong> customs law <strong>of</strong><br />

a country applies in full (11, paras, 14 <strong>and</strong> 66).<br />

imports unit value index, all goods: Value at <strong>the</strong> level <strong>of</strong> a<br />

single, homogeneous good or service is equal to <strong>the</strong> price<br />

per unit <strong>of</strong> quantity multiplied by <strong>the</strong> number <strong>of</strong> quantity<br />

units. It is independent <strong>of</strong> <strong>the</strong> choice <strong>of</strong> quantity unit. <strong>The</strong><br />

Laspeyres unit value index is <strong>the</strong> average transaction price<br />

<strong>of</strong> a unit (22, paras. 16.9 <strong>and</strong> 16.13). See also imports <strong>of</strong><br />

imports value, all goods: “<strong>The</strong> transaction value, that is <strong>the</strong><br />

price actually paid or payable for <strong>the</strong> goods when sold for<br />

export to <strong>the</strong> country <strong>of</strong> importation …, provided: (a) that<br />

<strong>the</strong>re are no restrictions as to <strong>the</strong> disposition or use <strong>of</strong> <strong>the</strong><br />

goods by <strong>the</strong> buyer o<strong>the</strong>r than restrictions which: (i) are<br />

imposed or required by law or by <strong>the</strong> public authorities in<br />

<strong>the</strong> country <strong>of</strong> importation; (ii) limit <strong>the</strong> geographical area in<br />

which <strong>the</strong> goods may be resold; or (iii) do not substantially<br />

affect <strong>the</strong> value <strong>of</strong> <strong>the</strong> goods; (b) that <strong>the</strong> sale or price is not<br />

subject to some condition or consideration for which a value<br />

cannot be determined with respect to <strong>the</strong> goods being<br />

valued; (c) that no part <strong>of</strong> <strong>the</strong> proceeds <strong>of</strong> any subsequent<br />

resale, disposal or use <strong>of</strong> <strong>the</strong> goods by <strong>the</strong> buyer will accrue<br />

directly or indirectly to <strong>the</strong> seller, unless an appropriate<br />

adjustment can be made in accordance with <strong>the</strong> provisions<br />

<strong>of</strong> Article 8; <strong>and</strong> (d) that <strong>the</strong> buyer <strong>and</strong> seller are not related,<br />

or where <strong>the</strong> buyer <strong>and</strong> seller are related, that <strong>the</strong> transaction<br />
