exports volume index, all goods: An index based on quantity
units of goods such as number or weight (11, chapter V; 22,
chapter XVI). See also index number, Laspeyres.
external trade conversion factors: Exchange rates used to
convert trade data expressed in national currencies into a
common currency such as United States dollars (21).

ferro-alloys: CPC Vers. 1.1 (7) subclasses 41112-41115:
ferro-manganese, ferro-chromium, ferro-nickel and other
ferro-alloys.
FOB (Free on board): The seller's obligation to deliver is
fulfilled when the goods have passed over the ship's rail at
the named port of shipment. This means that the buyer has
to bear all costs and risks of loss of or damage to the goods
from that point. This term can only be used for sea and
inland waterway transport (11).
floor area: Floor area of buildings is the sum of the area of
each floor of the building measured to the outer surface of
the outer walls including the area of lobbies, cellars,
elevator shafts and in multi-dwelling buildings all the
communal spaces. Areas of balconies are excluded (21,
p. 168).
food production index: Food production includes
commodities that are considered edible and that contain
nutrients. Accordingly, coffee and tea are excluded because
they have practically no nutritive value (1, p. ix).
freight loaded: The weight of all goods (including packing)
and livestock which, at the ports of the country in question,
were either loaded into national or foreign sea-going vessels
for unloading in another country, or unloaded from national
or foreign sea-going vessels after having been load in
another country, including goods into or from bonded
warehouses (21, pp. 254-255).

hard coal: Hard coal is coal that has a high degree of
coalification with a gross calorific value above 24 MJ/kg
(5700 kcal/kg) on an ash-free but moist basis, and with a
reflectance index of vitrinite of 0.5 and above. Slurries,
middlings and other low-grade coal products, which cannot
be classified according to the type of coal from which they
are obtained, are included under hard coal. (Source: United

of hard coal: (i) coking coal and (ii) other
bituminous coal and anthracite (also known as steam coal).
Coking coal is a hard coal with a quality that allows the
production of coke suitable to support a blast furnace
charge. Steam coal is coal used for steam raising and space
heating purposes and includes all anthracite coals and
bituminous coals not classified as coking coal.

imported goods prices indices: See imports of goods and

imports of goods: Goods which add to the stock of material
resources of a country by entering its economic territory.
Goods simply being transported through a country (goods in
transit) or temporarily admitted (except for goods for inward
processing) do not add to the stock of material resources of
a country and are not included in the international
merchandise trade statistics. In many cases, a country's
economic territory largely coincides with its customs
territory, which is the territory in which the customs law of
a country applies in full (11, paras, 14 and 66).
imports unit value index, all goods: Value at the level of a
single, homogeneous good or service is equal to the price
per unit of quantity multiplied by the number of quantity
units. It is independent of the choice of quantity unit. The
Laspeyres unit value index is the average transaction price
of a unit (22, paras. 16.9 and 16.13). See also imports of
goods and index number, Laspeyres.
imports value, all goods: “The transaction value, that is the
price actually paid or payable for the goods when sold for
export to the country of importation …, provided: (a) that
there are no restrictions as to the disposition or use of the
goods by the buyer other than restrictions which: (i) are
imposed or required by law or by the public authorities in
the country of importation; (ii) limit the geographical area in
which the goods may be resold; or (iii) do not substantially
affect the value of the goods; (b) that the sale or price is not
subject to some condition or consideration for which a value
cannot be determined with respect to the goods being
valued; (c) that no part of the proceeds of any subsequent
resale, disposal or use of the goods by the buyer will accrue
directly or indirectly to the seller, unless an appropriate
adjustment can be made in accordance with the provisions
of Article 8; and (d) that the buyer and seller are not related,
or where the buyer and seller are related, that the transaction
value is acceptable for customs purposes … ” (11, annex C,
