2. Persons absent from work, on leave or on lay<strong>of</strong>f with weak<br />

job attachment who were not seeking paid work during <strong>the</strong><br />

specified recent period should be included among persons<br />

available for paid employment according to <strong>the</strong> extended<br />

definition if currently available for paid work. Persons<br />

available for self-employment (extended sense) comprise all<br />

persons in <strong>the</strong> following categories: (a) all persons seeking<br />

self-employment according to <strong>the</strong> restricted definition; (b)<br />

persons with <strong>the</strong>ir own individual or household enterprise<br />

who did not perform any work during <strong>the</strong> reference period<br />

for reasons such as lack <strong>of</strong> instruments to work with, lack <strong>of</strong><br />

funds, awaiting <strong>the</strong> agriculture season, etc. (3).<br />

unit value index: Value at <strong>the</strong> level <strong>of</strong> a single, homogeneous<br />

good or service is equal to <strong>the</strong> price per unit <strong>of</strong> quantity<br />

multiplied by <strong>the</strong> number <strong>of</strong> quantity units. It is independent<br />

<strong>of</strong> <strong>the</strong> choice <strong>of</strong> quantity unit. <strong>The</strong> Laspeyres unit value<br />

index is <strong>the</strong> average transaction price <strong>of</strong> a unit (22, paras.<br />

16.9 <strong>and</strong> 16.13).<br />

wages, earnings: Wage rates should include basic wages,<br />

cost-<strong>of</strong>-living allowances <strong>and</strong> o<strong>the</strong>r guaranteed <strong>and</strong><br />

regularly paid allowances, but exclude overtime payments,<br />

bonuses <strong>and</strong> gratuities, family allowances <strong>and</strong> o<strong>the</strong>r social<br />

security payments made by employers. Statistics <strong>of</strong> earnings<br />

should relate to employees’ gross remuneration. i.e. <strong>the</strong> total<br />

before any deductions are made by <strong>the</strong> employer in respect<br />

<strong>of</strong> taxes, contributions <strong>of</strong> employees to social security <strong>and</strong><br />

pension schemes, life insurance premiums, union dues <strong>and</strong><br />

o<strong>the</strong>r obligations <strong>of</strong> employees. <strong>The</strong> different types <strong>of</strong> wages<br />

statistics are per hour, per day, per week, per month.<br />

Earnings relates to remuneration in cash <strong>and</strong> in kind paid to<br />

employees, as a rule at regular intervals, for time worked or<br />

work done toge<strong>the</strong>r with remuneration for time not worked,<br />

such as for annual vacation, o<strong>the</strong>r paid leave or holidays.<br />

<strong>The</strong> current statistics programme to meet short-term needs<br />

should cover: (a) statistics <strong>of</strong> average earnings <strong>and</strong> hours <strong>of</strong><br />

work (including, if possible, hours actually worked) <strong>and</strong><br />

(b) statistics <strong>of</strong> time rates <strong>of</strong> wages <strong>and</strong> normal hours <strong>of</strong><br />

work. <strong>The</strong> non-current statistics programme to provide<br />

benchmark data as well as o<strong>the</strong>r detailed data to meet longterm<br />

<strong>and</strong> continuing needs should include: (a) statistics <strong>of</strong><br />

wage structure <strong>and</strong> distribution <strong>and</strong> (b) statistics <strong>of</strong> labour<br />

cost (3).<br />
