ENTREVISTA Temos que criar esse espaço para poder estender benefícios. E A QUESTÃO FISCAL? De um lado, a economia pede mais benefícios - porque é uma demanda legítima, uma vez que ainda temos fragilidades -; do outro, o fiscal, ainda não há equilíbrio. Não só não nos preparamos para uma vacinação em massa como também não discutimos sobre o orçamento para eventual extensão dos benefícios. Criam-se duas incertezas: como vamos vacinar e como vamos discutir mais auxílio e sustentabilidade fiscal? A palavra é incerteza, e incerteza é algo péssimo para a recuperação econômica. O QUE PODEMOS ESPERAR PARA O PIB? Acreditamos que o PIB do primeiro trimestre vai contrair pouco, em torno de 0,5%. À medida que avançarmos e conseguirmos superar a questão da vacinação, vamos recuperar bastante no segundo semestre. Acho que é possível crescer em torno de 3,5% em 2021, mas é um ano muito desbalanceado: um primeiro semestre muito ruim e o segundo muito bom. Depois da vacina, vamos ver a retomada, com pessoas consumindo serviços e emprego e renda voltando. QUE OUTRAS MEDIDAS PODERIAM SER APRO- VADAS PARA MELHORAR O AMBIENTE DE NEGÓ- CIOS? Uma discussão que permeia a pandemia é o controle dos gastos obrigatórios. A PEC do teto é muito importante, mas sozinha é uma muleta, um atalho para conseguir sustentabilidade. Não se sustenta a longo prazo porque é preciso reduzir os gastos obrigatórios. Nós conseguimos reduzir os gastos da Previdência, mas essa é a primeira etapa. Quais são os outros gastos obrigatórios? Primeiro: funcionalismo público. Nós temos espaço para redução de gastos com funcionários públicos e com políticas que entram nos gastos chamados de tributários. DIFERENTEMENTE DE UMA CRISE FINANCEIRA, NA QUAL VOCÊ FAZ POLÍTICAS MONETÁRIAS E CONSEGUE SE RECUPERAR, [EM UMA PANDEMIA] É NECESSÁRIA A TRANSFERÊNCIA DE RENDA WHAT ARE THE PROSPECTS FOR 2021? There will be immense challenges. We can imagine a very rapid recovery with vaccinations, and many countries have already in a rapid rate of immunization. We started 2021 with a more substantial wave of new cases of the virus. If we had a faster vaccination rate, we might have better prospects. The United States will grow a lot this year because it has room to grow with expansionary and fiscal policies. Brazil can’t because we spent a lot last year and we don’t have the funds. We have to create space in the budget to be able to extend benefits. THEN IT IS A FISCAL QUESTION? On the one hand, the economy demands more benefits — because it is a legitimate demand, but we still have weaknesses; on the other, on the fiscal side, there is still no balance between tax receipts and expenditures. Not only are we not prepared for mass vaccination, but we also have not discussed the way for the possible extension of benefits. Two uncertainties are created: how are we going to vaccinate, and how are we going to provide more aid and fiscal sustainability? The word is “uncertainty,” and uncertainty is a bad thing for economic recovery. WHAT CAN WE EXPECT FOR GDP? We believe that first-quarter GDP will contract little, around 0.5%. As we move forward and get over the issue of vaccination, we will recover a lot in the second half of the year. I think it is possible to grow around 3.5% in 2021, but it will be a very unbalanced year: a terrible first half and an excellent second half. After the vaccine, we will see a resumption, with people consuming services and jobs and income coming back. WHAT OTHER MEASURES COULD BE USED TO IMPROVE THE BUSINESS ENVIRONMENT? One discussion that permeates the pandemic is the control of mandatory spending. The Proposed Amendment to the Constitution (PEC) calling for a Government expenditure ceiling is significant, but alone is just a crutch, a shortcut to achieve sustainability. It is not sustainable in the long term because it will be necessary to reduce compulsory spending. We have managed to reduce social security spending, but this is just the first step. What about the other mandatory expenses? First: public service.
