A FINISH BEFORE A NEW START
Three pump stations built within the ESPO-1
Expansion Project were commissioned in December
2014. The pipeline system reached the capacity of
58 MTPA. TТN publishes a report from the new
pump stations commissioning ceremony held in
the Transneft – Vostok Head Office in Bratsk.
“We pride ourselves on our results as they make
Russia stronger. Commissioning of the new ESPO
Expansion facilities is the result achieved by all
Transneft employees without an exception. Today,
we ensured the main objective, i.e. diversification
of export directions and independence from transit
countries”, Nikolay Tokarev, Transneft President
stressed in his address.
At the press conference he spoke of the Long-
Term Development Program for the period of up to
2020 approved by the Government of Russia and
endorsed by the Board of Directors. “Neither the
projects, nor the financing volumes, not the sources
of finance have changed”, he advised. As for the
ESPO Expansion, Mr. Tokarev noted that the
pipeline system is to reach the capacity of 80 MTPA
for ESPO-1 (from Taishet to Skovorodino) and 50
MTPA for ESPO-2 (from Skovorodino to Kozmino).
Kozmino liftings volume must reach 30 MTPA.

port is already capable of lifting such volumes.
In particular, the additional 5.5 mln tons to be
transported by Rosneft to China will go through
Kozmino as the Chinese partners are not ready yet
to accept these through the Skovorodino – Mohe
Pipeline. According to Nikolay Tokarev, Transneft
has completed all its work to ensure delivery of
17 MT of oil in 2015 along the Russia – China
ESPO branch while the Chinese partners,
according to their estimates, will prepare their
part of the pipeline for the increased oil volumes
not earlier than in two years..
THE CLUB OPENS ITS DOORS
Establishment of the International Association
of Oil Transport Companies was announced
in Prague in December. Transneft became
a member of this pipeline companies club.
Transneft President Nikolay Tokarev who signed
the Memorandum of Establishment on behalf
of Russia said that “the Association or the socalled
European Pipelines Club is to become a
discussion floor for pipeline companies of Europe
and Kazakhstan”. Among the participants of the
event were CEOs and authorized representatives
of Transpetrol (Slovakia), Gomeltransneft
Druzhba (Belarus), MOL (Hungary), MERO CR
(Czechia) and Pshijazn (Poland).
The quadripartite memorandum signed by
Transneft of Russia, Transpetrol of Slovakia,
Gomeltransneft Druzhba of Belarus иand MERO
CR of Czechia establishes the obligations of the
parties related to the procedure of accession
to the Association. The main objective of the
Association, which is to become functional in
2015, is exchange of relevant information on a
wide range of oil transport issues: from technical
to financial and legal. Participation in the
Association will enhance efficiency of Transneft’s
international commercial transactions through
relay of numerous issues from a bilateral to a
multilateral format.
