Transneft Board of Directors approved Long-<br />
Term Transneft Development Program for the<br />
period of up to 2020. Transneft Vice President<br />
Alexey Sapsay spoke of the significance of<br />
the document in his interview with TTN. In<br />
particular he noted that the Program had been<br />
developed pursuant to the assignments by the<br />
RF President, directives and guidelines of the<br />
RF Government and Ministries. Mr. Sapsay<br />
clarified that it is complex of documents reflecting<br />
the key directions of the company’s business,<br />
including development of the trunk pipelines<br />
system, repair, reconstruction and diagnostics of<br />
the pipeline transport facilities, HSE, corporate<br />
financial strategy, innovative development,<br />
R&D, etc. Furthermore, according to Transneft<br />
Vice President, the Program addresses all risks<br />
associated with potential negative development<br />
of the economic situation. Thus, among the key<br />
economic risks are changes in the cargo turnover<br />
due to the oil prices decline, forex and interest<br />
risks, as well as those related to the changes in<br />
the price of procured goods, work and services,<br />
restriction of import thereof. Also addressed are<br />
the regulatory risks.<br />
SO THAT THE NODE IS NOT A NOOSE<br />
Moscow Region transport node is millions<br />
of passenger and commercial vehicles, three<br />
major airports. Fuel demand increases every<br />
year. To ensure safe and continuous fuel<br />
delivery to the users Mostransnefteprodukt is<br />
undertaking the largest in its history program of<br />
reconstruction. TTN reporters who visited the<br />
facilities stand witness to the speedy progress of<br />
the project.<br />
Total length of the Moscow Circular<br />
Petroleum Products Pipeline is 1,<strong>15</strong>2 km per<br />
lead. It comprises Volodarskaya LODS and<br />
three pumped stations: Solnechnogorskaya,<br />
Nagornaya and Novoselki. Reconstruction will<br />
primarily affect the tank farm: the company is<br />
to build two tanks at Volodarskaya LODS and<br />
four tanks at Solnechnogorskaya and Nagornaya<br />
each. Capacity will increase also: a trunk pump<br />
station will be built at Nagornaya to increase<br />
fuel deliveries to Sheremetyevo Airport. Tank<br />
farm pump stations have been built at all<br />
pumped stations and a trunk pump station – at<br />
Volodarskaya LODS. Key changes at the head<br />
LODS will be implemented in 2<strong>01</strong>6 with the<br />
increase of kerosene and petrol deliveries to<br />
Moscow Region. Total throughput of the station<br />
will more than double (by 2.5 nearly). The main<br />
result of the large-scale upgrade of the entire<br />
enterprise will be expansion of capacity of the<br />
Moscow Region pipeline system, which will be<br />
capable of transporting up to 5.9 MMT of aviation<br />
kerosene and up to 4 MMT of motor fuel per year.<br />
