Summarydecisions aimed at ensuring the success ofthe current operations with an emphasison the ISAF operation and aimed atguaranteeing the transformation stepstaken so far. Important decisions madeon operations are: Defence Ministers’consent with the increased numbers ofthe Afghan National Army and decisionon larger involvement of the ISAF troopsin the fight against trafficking in drugswithin the framework of the adoptedU.N. mandate, the operational planand based on the volunteer principle.With respect to transformation, theministers imposed a duty to developrecommendations aimed at enhancingthe forces and qualifications, at improvingan international cooperation withindevelopment of military competences,at developing the N.A.T.O. structure ofcommand posts, at developing the currentsystem of defence planning and at a furtherprocedure within the N.A.T.O. antimissiledefence. The said duty has beenimposed to develop the recommendationswithin a deadline of next session to beheld in Krakow in February 2009. TheSlovak Republic will be fully involved inthe preparatory procedure related to thesaid recommendations and concurrently,we shall make every endeavour to pushSlovakia’s interests through with respectto respective fields accordingly.■■ The N.A.T.O. Isit true and what is the background?At the present, there are really thetalks taking the place between the allieson the issues of defence planning withthe aim to develop the draft prior to theN.A.T.O. summit to be held in April 2009designed to improve the defence planning.Decision on updating and modernizationof the present system of defence planningwas made and adopted by the defenceministers at an informal session held inVilnius in February 2008. Reason for itis primarily the need to get adapted torequirements of era, to use experiencegained and to modify the existing systemin order it would guarantee better theability to develop the Armed Forces ofthe member countries being able to meetthe required tasks, and thus, to respondto requirements of era. In the moment of its split fullof blood it turned to be a target the most,primarily geographically. It was a key tothe Large Serbia and Croatia projects.Three nations of it lived until then in sucha mixed way that the ethnic map lookedas if a cheetah skin. Political plan to splitthe country in a violent way into ethnicallypure national units led to a huge humanand political disaster of more than 100,000massacre victims, the July 1995 SrebrenicaGenocide and other war crimes which werestopped by an international interventiononly. The project has been already thrownon the waste dump of history. Even thetoday’s ruling Government of the Republicof Serbia keeps aloof of it and it is interestedin having other ethnical communities onits territory.■■ Do the politicians of each nation in Bosniaand Herzegovina differ? Are they united bysort of a similar national nature?They have a lot of features in common;they learned how to live with war and tobenefit from it for their sake; however theirpositions and interests differ from eachother. It is the issue I always keep in mindwhen addressing each respective problem.Concerning their mentality the Balkan isdifferent from Central Europe. People areimpulsive, they like exaggerating anything.And Bosnia has to be treated as if theBalkan multiplied. In Bosnia‘s history andliterature there is for example a notion“inat“ – obstinacy, thorough resistanceresulting from conviction that if due toany decision, resolution somebody elsegains something, I am the loser. On theother hand local people are not frustratedand narrow-minded; they know how tobe generous in many respects. We have tolearn a lot from them in this respect.■■ Young generation that has not experiencedthe recent bitter past is often mentioned.Young people have completely differentinterests and goals nowadays then tocontinue in arguing the disputes and tension.What is the situation like?According to polls more than seventy percent of young people can see their futureapart from their country. If the stagnationis going on, Bosnia is jeopardized bydemographic exodus under low birth-rateand vast, massive brain drain of youngpeople. We have to move on from thedeadlock. Cardinal question on whichit all hinges is the politics, the ability todirect and to lead the country into broadenintegration procedures Europe-wide.
