VІIІ. Цени VIII. ЦЕНИ Индексът на потребителските цени измерва общото относително изменение на цените на стоките и услугите, използвани от домакинствата за крайно лично (непроизводствено) потребление. Дефинира се като индекс на чистата ценова промяна. Общият индекс на потребителските цени обобщава индивидуалните ценови индекси на наблюдаваните стоки и услуги. Той е приет за официален измерител на инфлацията в Република България. Индексите на потребителските цени се изчисляват по данни от месечно статистическо наблюдение на потребителските цени. обект, обхват и единици на наблюдението Обект на наблюдението са потребителските цени, т.е. цените на стоките и услугите, предназначени за крайно лично (непроизводствено) потребление на населението. В по-тесен смисъл, наблюдават се цените на стоките и услугите, включени в т.нар. потребителска кошница. Обхватът на ИПЦ има няколко аспекта: • По отношение на стоките и услугите, които ИПЦ обхваща - регистрират се цените на стоките и услугите представители, включени в потребителската кошница. През 2011 г. тя обхваща 613 стоки и услуги. • Географски обхват - в извадката от населените места, в които се регистрират цените, са включени 27-те областни центъра на територията на страната. • Точки за наблюдение - цените се регистрират в извадка от магазини, ателиета, ресторанти, кафенета и др. в населените места от географския обхват. Точките за наблюдение през 2011 г. са над 5 900. • По отношение на населението - ИПЦ се изчислява, като се използва моделът на потребление на домакинствата, включени в наблюдението на домакинските бюджети. Единица на наблюдението е отделната стока или услуга, чиято цена се регистрира в конкретна точка на наблюдение. Индексите на потребителските цени представляват индекси от Ласперов тип с базисни тегла - крайните потребителски разходи на дома- VIII. pRICES The consumer price index (CPI) measures the total relative price change of goods and services used by households for final personal (non-production) consumption. It is defined as a ‘pure price change’ index. The total consumer price index summarizes the individual price indices of observed goods and services. It is accepted as measure of inflation in the republic of Bulgaria. Calculation of consumer price indices is based on data from the monthly statistical survey of consumer prices. Object, scope and unit of the survey Consumer prices i.e. prices of goods and services used by the population for final personal (non-production) consumption, are objects of the survey. Specifically, prices of goods and services included in the so called ‘consumer basket’ are observed. CPI coverage has a number of aspects: • Concerning goods and services included in CPI, the prices of goods and services included in the consumer basket are collected. In 2011 it covers 613 goods and services; • Geographical coverage - the 27 regional centrеs on the territory of the country, where the prices are collected are observed; • Points of observation - prices are collected from a sample of shops, restaurants, cafes and etc. in the settlements included in the geographical coverage. Points of observation for 2011 are above 5 900; • Concerning the population CPI is calculated on the basis of the consumption pattern of households included in the Household Budget Survey (HBS). The units of the survey are single goods or services, the price of which is collected in a particular point of observation. Consumer price indices are Laspeyrestype indices with base weights - household final monetary consumption expenditures (HFMCE) 168 Статистически годишник 2011
