Обхватът и съдържанието на наблюдаваните<br />
показатели за иновационната дейност<br />
съответстват напълно на дефинициите в методическото<br />
ръководство „Осло” (Guidelines for<br />
collecting and interpreting innovation data - Oslo<br />
Manual, OECD, 2005), което е международно<br />
призната стандартна методология за статистически<br />
изследвания на иновациите.<br />
Иновацията, както е дефинирана в изследването<br />
на иновациите в Европейската общност<br />
(CIS), представлява реализирането на пазара на<br />
нов или значително усъвършенстван продукт<br />
(стока или услуга) или внедряването в рамките<br />
на предприятието на нов или значително усъвършенстван<br />
производствен процес. Иновацията<br />
е резултат от използването на нови знания и<br />
технологии или на нови комбинации от съществуващи<br />
технологии и знания.<br />
Иновативните продукти и процеси могат да<br />
бъдат разработени както от предприятието, което<br />
ги реализира или внедрява, така и от друго<br />
предприятие.<br />
Иновациите са нови продукти и процеси за<br />
предприятието, което ги отчита, като не е необходимо<br />
те да са същевременно нови и за пазара,<br />
т.е. предприятието да е първото, което е произвело<br />
тези продукти или внедрило тези процеси.<br />
Иновативните предприятия обхващат продуктовите<br />
иноватори, процесовите иноватори,<br />
както и предприятията с незавършена и преустановена<br />
иновационна дейност. Според последните<br />
промени в стандартната методология<br />
организационните и маркетинговите иноватори<br />
също се включват в обхвата на иновативните<br />
предприятия.<br />
Продуктовата иновация представлява реализирането<br />
на пазара на стока или услуга, която<br />
е нова или значително усъвършенствана по<br />
отношение на нейните характеристики, предназначение<br />
и използване, софтуер, компоненти,<br />
материали, подсистеми, техническа спецификация<br />
и други функционални характеристики. Не<br />
се третират като продуктови иновации чисто<br />

The definitions of innovation activity indicators<br />
are fully compliant with definitions recommended<br />
in the methodological manual ‘Oslo’ (Guidelines for<br />
collecting and interpreting innovation data - Oslo<br />
Manual, OECD, 2005) which is the internationally<br />
recognised standard methodology for collecting<br />
innovation statistics.<br />
The innovation as is defined in the European<br />
Community Innovation survey (CIS) is a new or<br />
significantly improved product (good or service)<br />
introduced to the market or the introduction within<br />
an enterprise of a new or significantly improved<br />
process. Innovations are based on the results of new<br />
technological developments, new combinations<br />
of existing technology or the utilization of other<br />
knowledge acquired by the enterprise.<br />
Innovations may be developed by innovating<br />
enterprise or by other enterprise.<br />
Innovations should be new to the enterprise<br />
concerned: for product innovations they do not<br />
necessarily have to be new to the market and<br />
for process innovations the enterprise does not<br />
necessarily have to be the first one to have introduced<br />
the process.<br />
Innovative enterprises include all types of<br />
innovator, namely product innovators, process<br />
innovators, as well as enterprises with only ongoing<br />
and/or abandoned innovation activities. According<br />
to recent changes in standard methodology<br />
organisational and marketing innovators are<br />
included in the coverage of innovative enterprises<br />
as well.<br />
A product innovation is the market<br />
introduction of a good or service that is new<br />
or significantly improved with respect to its<br />
characteristics, functions and use, software,<br />
components, materials, sub-systems, technical<br />
specification and other functional characteristics.<br />
Product innovations exclude changes of a solely<br />
aesthetic nature as well as the simple resale of<br />
