II. EUROPÄISCHE UNION / INTERNATIONALES<br />
set itself the goal of acting in concert with its individual<br />
and collective members in order to represent the legal<br />
profession on three levels:<br />
➢ To create an institution, specifically a bar association:<br />
To promote the development of a truly independent<br />
legal profession before the ICC and within the international<br />
criminal justice system;<br />
➢ To develop a criminal policy:<br />
To promote the fundamental principles of justice so<br />
that the law has a fair and equitable process, a place for<br />
victims and the accused in the hearing and equality of<br />
defence; and<br />
➢ To assist in cases:<br />
To assist and provide means to counsels for victims<br />
and accused before the ICC.<br />
PHILOSOPHY AND VISION<br />
We believe that any case worth being heard should be<br />
heard in a fair and equitable manner. The foundation of<br />
the criminal justice system should be based on three<br />
independent pillars: the judges, the prosecutor and the<br />
counsels. The Treaty of Rome provides for an independent<br />
Chamber of Judges and a Prosecutor's Bar. We are<br />
campaigning to make the legal profession the third institutional<br />
pillar of international penal justice.<br />
OUR AIMS<br />
The ICB works in close cooperation with the bar associations,<br />
counsel's associations both at national and<br />
international level, as well as the individual lawyers working<br />
before the ICC and professors of law. We want to<br />
reflect the diversity of the legal systems and cultures and<br />
the different languages and regions of the world.<br />
The ICB intends to promote the interests of the international<br />
legal community and its counsels. To this end,<br />
the ICB:<br />
➢ Participates in the regulation of counsel practice before<br />
the Court;<br />
➢ Defends the principle of freedom to choose a counsel;<br />
➢ Defends the principle of equality of defence;<br />
➢ Facilitates and encourages the work of counsels before<br />
the Court and effective communications with the<br />
different organs within the Court, and<br />
➢ Allows counsels before the Court to acquire knowledge<br />
and competences.<br />
OUR MEMBERS<br />
The ICB brings together individual members, especially<br />
counsels for victims and the defence, and professors of<br />
law who are qualified to work before the ICC. A number<br />
of bar associations and counsels' associations have<br />
joined the ICB as collective members. Other organisations<br />
with an interest in international criminal justice,<br />
including NGOs, may become associate members of the<br />
ICB.<br />
Membership of the ICB involves: being part of an<br />
international legal community; representing one's country<br />
within an international forum; increasing our visibility<br />
at the ICC; and having access to an international professional<br />
network. It also involves participating in the<br />
development of training services.<br />
OUR ACTIVITIES<br />
The ICB favours a global approach to large scale questions<br />
of penal policy with regard to the professional<br />
code of ethics, legal aid and training. We have working<br />
groups which take national differences into account<br />
when drawing up the ICB's positions.<br />
The ICB organises seminars and conferences on international<br />
criminal justice, as well as training sessions.<br />
The ICB is working to be officially recognised as “an<br />
independent body representing associations of lawyers<br />
