Bis zum Jahr 2010 konnte noch mit dem Argument, dass es sich hierbei um ländliche<br />
<strong>Entwicklung</strong> im Sinne der Landwirtschaft handelt, vom notwendigen Wandel<br />
abgelenkt werden. Ländliche <strong>Entwicklung</strong> wurde dabei nicht als Regionalentwicklung<br />
in ländlichen Räumen, sondern als eine Politiknische des Sektors Landwirtschaft<br />
begriffen.<br />
Im Jahr 2010 hat die OECD 16 nun auch für die Regionalförderung ähnliche notwendige<br />
Veränderungen im Rahmen eines „Paradigmenwechsel der regionalen<br />
<strong>Entwicklung</strong>spolitik“ eingefordert. Die beiden, bisher immer noch zu sehr getrennten<br />
Politik- und Förderbereiche sollten demnach eine Veränderung in die gleiche<br />
Richtung erfahren.<br />
