Confe<strong>der</strong>azione e Cantoni: creare una taskforce svizzera neofite e neozoi (suddivisione chiara delle competenze e dei compiti fra Confe<strong>der</strong>azione e Cantoni; coord<strong>in</strong>azione fra Confe<strong>der</strong>azione, Cantoni e organizzazione non governative; def<strong>in</strong>izione delle priorità; misure di lotta coord<strong>in</strong>ate, <strong>in</strong>formazione, ricerca e post-formazione). NB: molte delle raccomandazioni descritte di seguito valgono anche per i neozoi. 2. Confe<strong>der</strong>azione e Cantoni: allocare i mezzi f<strong>in</strong>anziari per elaborare e mettere <strong>in</strong> opera le misure di lotta necessarie contro le neofite, per i controlli di riuscita e per l'<strong>in</strong>formazione. 3. Cantoni: <strong>in</strong>trapren<strong>der</strong>e una lotta immediata contro le neofite <strong>in</strong>vasive, <strong>in</strong> particolare laddove la valutazione degli esperti ha permesso di evidenziarne l’urgenza (m<strong>in</strong>accia per la salute, per le riserve naturali, delle costruzioni, ecc.). 4. Confe<strong>der</strong>azione: mettere <strong>in</strong> relazione l'impegno svizzero con i Paesi limitrofi e con le organizzazioni <strong>in</strong>ternazionali che si occupano di neofite. Basi legali 5. Confe<strong>der</strong>azione: creare o completare le basi legali (almeno a livello di direttive) per garantire la prevenzione (limitazione della vendita, ecc.) e la lotta contro le neofite <strong>in</strong>vasive. 6. Confe<strong>der</strong>azione: modificare l’ord<strong>in</strong>anza sulle sostanze pericolose, aff<strong>in</strong>ché sia possibile impiegare <strong>in</strong> modo mirato erbicidi contro le neofite <strong>in</strong>vasive non controllabili con metodi meccanici nelle riserve naturali ed eventualmente lungo i corsi d’acqua (regolare le eccezioni). Basi scientifiche 7. Elaborare le conoscenze sulla biologia e sull’ecologia delle neofite, <strong>in</strong> particolare sulle specie <strong>in</strong>vasive. 8. Valutare i rischi: elaborare le basi per la valutazione degli impatti ecologici, sulla salute ed economici delle neofite, def<strong>in</strong>ire le soglie di <strong>in</strong>tervento ecc. 9. Valutare i costi generati dalle neofite (riduzione del valore delle riserve naturali, costi sanitari, danni alle costruzioni, costi per la lotta, ecc.). 10. Creare un sistema di monitoraggio a lungo term<strong>in</strong>e (monitor<strong>in</strong>g) per il tramite di istituzioni appropriate, per esempio le stazioni fe<strong>der</strong>ali di ricerca, eventualmente <strong>in</strong> occasione dell’attualizzazione delle Liste Rosse. Sviluppare protocolli efficienti per registrare la presenza di neofite. Informazione 11. Preparare e attualizzare regolarmente le <strong>in</strong>formazioni sulle neofite su <strong>in</strong>ternet (www.cpsskew.ch) e attraverso i media. 10. Organizzare corsi sulle neofite, per esempio presso il Centro svizzero di formazione per la protezione della natura e dell’ambiente (SANU).
