EXCELLENCE PROGRAMME IN RESEARCH TO MEET
LUXEMBOURG’S FUTURE SOCIO-ECONOMIC CHALLENGES
Shaping Luxembourg’s national research priorities
is a main activity for the National Research Fund
(FNR). The CORE programme is the result of a widely
consultative exercise identifying Luxembourg’s
future socio-economic challenges. CORE’s prime
objective is thus to foster scientific quality of public
research by funding projects in the following domains:
Innovation in Services, Intelligent Materials and
Surfaces, Biomedical Science, Sustainable Resource
Management, Identities, Diversity and Integration
or Labour Market, Educational Requirements and
Social Protection.
PEARL
LUXEMBOURG’S RESEARCH PROGRAMME FOR
INTERNATIONALLY RECOGNISED SENIOR RESEARCHERS
Heightening Luxembourg’s competitiveness as a
considerable research location is crucial to the
National Research Fund’s (FNR) funding policy. With
PEARL, the FNR offers institutions a flexible and highly
attractive tool to attract established and internationally
acknowledged senior researchers in strategically
important research domains. The recruitment of
excellent PEARL grantees contributes to increasing
the quality of Luxembourg’s research environment
through creating a kernel for building critical mass.
AFR
AIDES À LA FORMATION-RECHERCHE
LUXEMBOURG’S GRANT SCHEME FOR PHDS AND POST DOCS
Supporting researchers in their doctoral and
postdoctoral training in Luxembourg and abroad is
of central interest for the National Research Fund
(FNR). Through the AFR Funding Scheme (Aides à la
Formation-Recherche), the FNR contributes to the
improvement of the researchers’ training conditions
and enhances their career development. The AFR
scheme promotes work contracts between AFR
beneficiaries and their host institutions (public and
private sector) as well as public-private partnerships.
AFR contributes to the development of human
resources in Luxembourg research, translated in
the long term by an increased number of qualified
researchers pursuing a research career beyond their
period of AFR funding.

INTER
PROMOTION OF INTERNATIONAL COOPERATION
Increasing the visibility and competitiveness of
Luxembourg research in other countries is a core
objective for the National Research Fund (FNR). The
INTER programme aims at promoting and facilitating
international scientific collaboration, creating
synergies between research centres within and outside
Luxembourg and achieving critical mass.
In a more globalised world, INTER helps to find
solutions for environmental, socio-economic and
public-health issues that transgress national borders.
ATTRACT
LUXEMBOURG’S RESEARCH PROGRAMME FOR OUTSTANDING
YOUNG RESEARCHERS FROM ALL OVER THE WORLD
Attracting excellent young R&D actors to Luxembourg
is a strategically important objective of the National
Research Fund (FNR). The ATTRACT programme helps
outstanding researchers from all over the world to set
up an independent research team within a publicsector
research institution in Luxembourg. Innovation,
dynamism and creativity of the submitted project
as well as its high scientific quality should enhance
Luxembourg’s position in the international world
of R&D.
AM
ACCOMPANYING MEASURES
SUPPORT AND PROMOTION OF RESEARCH-RELATED ACTIVITIES
Strengthening the general conditions for scientific
research in Luxembourg is a major strategic
objective for the National Research Fund (FNR). The
Accompanying Measures (AM) support the promotion
of scientific culture as well as training and mobility
of researchers on an international and national
level. They co-finance the organisation of scientific
conferences held in Luxembourg and fund scientific
publications as well as national research coordination
initiatives or international collaborations. Several
AM actions are designed for a larger public, aiming
to consolidate the link between R&D players or
institutions and Luxembourg’s citizens.
