the 9:00 a.m. briefing. At this time, they were informed th<strong>at</strong> this low oxygen level could not<br />

sustain life. Stickler encouraged them not to lose hope because there were still too many<br />

unknowns. They also were encouraged by Murray on August 11 th th<strong>at</strong> no one had given up<br />

hope, because this reading may not mean anything. They were told th<strong>at</strong> the drill steel may<br />

have drifted from its intended target into a mined-out area (gob), which would explain the low<br />

oxygen reading. It was l<strong>at</strong>er determined th<strong>at</strong> the drill had drifted, but th<strong>at</strong> it still intersected<br />

the section where the miners were working <strong>at</strong> the time <strong>of</strong> the bounce. Some <strong>of</strong> the family<br />

members st<strong>at</strong>ed th<strong>at</strong> they could not recall being told th<strong>at</strong> the borehole had intersected the<br />

section. This inform<strong>at</strong>ion would have clarified th<strong>at</strong> the miners were potentially exposed to the<br />

low oxygen level th<strong>at</strong> would have reduced their chances <strong>of</strong> survival.<br />

In another situ<strong>at</strong>ion, the families were told th<strong>at</strong> the seismic loc<strong>at</strong>ion equipment had detected a<br />

repetitive signal shortly after the No. 3 borehole had penetr<strong>at</strong>ed the coal bed which could have<br />

been indic<strong>at</strong>ive th<strong>at</strong> the miners were trying to signal the rescuers. The MSHA person<br />

oper<strong>at</strong>ing the seismic equipment did not believe th<strong>at</strong> this tapping could be from the miners<br />

because <strong>of</strong> the rhythm and dur<strong>at</strong>ion <strong>of</strong> the tapping. Nevertheless, before this questionable<br />

inform<strong>at</strong>ion could be re-evalu<strong>at</strong>ed, it was shared with the family members. Thus, a new sense<br />

<strong>of</strong> hope was <strong>of</strong>fered once more.<br />

While the repetitive signal was detected when pounding on the drill steel in the No. 3<br />

borehole, the seismic equipment indic<strong>at</strong>ed th<strong>at</strong> the signal was coming from a loc<strong>at</strong>ion<br />

approxim<strong>at</strong>ely 700 feet from the No. 3 borehole. To further investig<strong>at</strong>e the possibility th<strong>at</strong> the<br />

tapping may have been from the trapped miners, another borehole (No. 4) was drilled into an<br />

area <strong>of</strong> the mine th<strong>at</strong> was about 700 feet outby the No. 3 borehole. Examin<strong>at</strong>ions and testing in<br />

the area where the No. 4 borehole penetr<strong>at</strong>ed the mine did not detect any signs <strong>of</strong> the trapped<br />

miners.<br />

It was l<strong>at</strong>er determined th<strong>at</strong> MSHA’s seismic loc<strong>at</strong>ion system had picked up wh<strong>at</strong> was<br />

described as a “symp<strong>at</strong>hetic oscill<strong>at</strong>ion”, or a repe<strong>at</strong>ed sound vibr<strong>at</strong>ion similar to an echo.<br />

Jeffery Kravitz, Chief <strong>of</strong> Scientific Development for MSHA’s Technical Support, felt these<br />

vibr<strong>at</strong>ions were not gener<strong>at</strong>ed from the mine. R<strong>at</strong>her, he thought the vibr<strong>at</strong>ions were cre<strong>at</strong>ed<br />

from rescue workers pounding on the drill steel in the No. 3 borehole in an <strong>at</strong>tempt to contact<br />

the trapped miners.<br />

Conclusion: MSHA did not always provide clear and accur<strong>at</strong>e inform<strong>at</strong>ion regarding the<br />

mine accident to the families.<br />

MSHA did not correct or contradict misleading or incomplete inform<strong>at</strong>ion presented by<br />

Murray during the family briefings.<br />

Recommend<strong>at</strong>ion: Family members should be given clear and accur<strong>at</strong>e inform<strong>at</strong>ion<br />

associ<strong>at</strong>ed with events surrounding an accident. All inform<strong>at</strong>ion rel<strong>at</strong>ing to missing or<br />
