2.4—Execution <strong>of</strong> Documents<br />

The Speaker shall sign all bills and all writs, warrants, and subpoenas issued by<br />

order <strong>of</strong> the <strong>House</strong>, all <strong>of</strong> which shall be attested to by the Clerk. The Speaker<br />

may delegate the authority to sign papers authorizing payments or other papers<br />

<strong>of</strong> an administrative nature.<br />

2.5—Appointment <strong>of</strong> a Temporary Presiding Officer<br />

(a) The Speaker may appoint any member to perform the duties <strong>of</strong><br />

presiding <strong>of</strong>ficer for a temporary period <strong>of</strong> time not to extend beyond a single<br />

legislative day.<br />

(b) If the Speaker is absent and has not appointed a presiding <strong>of</strong>ficer<br />

pursuant to subsection (a), the Speaker pro tempore shall act as presiding<br />

<strong>of</strong>ficer during the Speaker's absence. However, if the Speaker pro tempore is<br />

also absent and has not appointed a presiding <strong>of</strong>ficer pursuant to subsection (a),<br />

the Chair <strong>of</strong> the Rules & Calendar Committee shall act as presiding <strong>of</strong>ficer<br />

during the absence <strong>of</strong> both the Speaker and Speaker pro tempore.<br />

(c) Upon the Speaker's incapacity or other inability to serve, the<br />

Speaker pro tempore shall exercise the duties, powers, and prerogatives <strong>of</strong> the<br />

Speaker during the period <strong>of</strong> such incapacity or other inability to serve.<br />

(d) The Speaker pro tempore shall exercise the duties, powers, and<br />

prerogatives <strong>of</strong> the Speaker in the event <strong>of</strong> the Speaker's death or resignation<br />

until the Speaker's successor is elected.<br />

2.6—Protecting the Interests <strong>of</strong> the <strong>House</strong><br />

The Speaker may initiate, defend, intervene in, or otherwise participate in any<br />

suit on behalf <strong>of</strong> the <strong>House</strong>, a committee or subcommittee <strong>of</strong> the <strong>House</strong>, a<br />

member <strong>of</strong> the <strong>House</strong> (whether in the legal capacity <strong>of</strong> member or otherwise), a<br />

former member <strong>of</strong> the <strong>House</strong>, or an <strong>of</strong>ficer, employee, or agent <strong>of</strong> the <strong>House</strong><br />

when the Speaker determines that such suit is <strong>of</strong> significant interest to the<br />

<strong>House</strong>.<br />

2.7—Control <strong>of</strong> <strong>House</strong> Facilities<br />

The Speaker shall have administrative control <strong>of</strong> the Chamber when the <strong>House</strong><br />

is not in session and <strong>of</strong> every other room, lobby, and gallery <strong>of</strong> the <strong>House</strong>.<br />
