member <strong>of</strong> the committee or subcommittee considering the bill shall be filed by<br />

6 p.m. <strong>of</strong> the day (excluding Saturdays, Sundays, and <strong>of</strong>ficial state holidays)<br />

prior to the committee or subcommittee meeting.<br />

(2) After the 45th day <strong>of</strong> a regular session and during any extended<br />

session, an amendment by a member who is not a member <strong>of</strong> the committee or<br />

subcommittee considering the bill shall be filed by 6 p.m. <strong>of</strong> the day (including<br />

Saturdays, Sundays, and <strong>of</strong>ficial state holidays) prior to the committee or<br />

subcommittee meeting.<br />

(3) During any special session, an amendment by a member who is not<br />

a member <strong>of</strong> the committee or subcommittee considering the bill shall be filed<br />

no later than 1 hour prior to the committee or subcommittee meeting.<br />

(b) Notwithstanding the foregoing, subject to approval by a majority<br />

vote <strong>of</strong> the <strong>House</strong>, the Rules & Calendar Committee may establish special<br />

amendment deadlines and procedures for appropriations bills, implementing<br />

bills, and conforming bills, as defined in Rule 12.5, as well as for bills<br />

proposing any reapportionment or redistricting <strong>of</strong> the state's legislative or<br />

congressional districts.<br />

7.13—Quorum <strong>of</strong> Committee or Subcommittee<br />

A majority <strong>of</strong> any committee's or subcommittee's members shall constitute a<br />

quorum necessary for the transaction <strong>of</strong> business. An ex <strong>of</strong>ficio member shall<br />

not be counted for purposes <strong>of</strong> determining a quorum.<br />

7.14—Meeting during <strong>House</strong> Sessions<br />

No committee or subcommittee shall meet while the <strong>House</strong> is in session<br />

without special leave <strong>of</strong> the Speaker.<br />

7.15—Voting in Committee or Subcommittee<br />

(a) Every vote on <strong>final</strong> consideration <strong>of</strong> a bill in committee or<br />

subcommittee shall be taken by the yeas and nays, and the names <strong>of</strong> the<br />

members voting for and against, as well as the names <strong>of</strong> members absent, shall<br />

be recorded on the committee or subcommittee report. Upon the request <strong>of</strong> any<br />

two members, the vote <strong>of</strong> each member shall be recorded on any other question<br />

and all such votes shall be reported with the committee or subcommittee report.<br />

(b) An absent member may submit an indication <strong>of</strong> how the member<br />

would have voted had the member been present, but this shall not be counted<br />

on a roll call. If submitted after the committee or subcommittee report has been<br />

filed, such votes after roll call shall be filed with the committee or<br />

subcommittee administrative assistant, who shall file them in the committee or<br />

subcommittee files and with the Clerk.<br />
