(c) A motion for reconsideration <strong>of</strong> an amendment on third reading<br />
requires a two-thirds vote for adoption.<br />
12.5—Amendment <strong>of</strong> Appropriations Bills, Implementing Bills, and<br />
Conforming Bills<br />
(a) For purposes <strong>of</strong> these rules:<br />
(1) An "appropriations bill" is a general appropriations bill or any<br />
other bill the title text <strong>of</strong> which begins "An act making appropriations," "An act<br />
making special appropriations," or "An act making supplemental<br />
appropriations."<br />
(2) An "implementing bill" is a bill, effective for one fiscal year,<br />
implementing an appropriations bill.<br />
(3) A "conforming bill" is a bill designated as such by the Speaker that<br />
amends the <strong>Florida</strong> Statutes to conform to an appropriations bill.<br />
(b) Whether on the floor or in any committee or subcommittee,<br />
whenever an amendment is <strong>of</strong>fered to an appropriations bill that would either<br />
increase any state appropriation or decrease any state revenue for any fund,<br />
such amendment shall show the amount <strong>of</strong> the appropriation increase or<br />
revenue decrease for a fund by line item and by section and shall decrease an<br />
appropriation from within the same appropriations allocation and sub-allocation<br />
(as determined by the Speaker) or increase a revenue to the fund in an amount<br />
equivalent to or greater than the corresponding appropriation increase or<br />
revenue decrease required by the amendment.<br />
(c) Whether on the floor or in any committee or subcommittee, an<br />
amendment <strong>of</strong>fered to an implementing bill or to a conforming bill shall not<br />
increase a state appropriation to a level that is in excess <strong>of</strong> the allocations or<br />
sub-allocations determined by the Speaker for a fund.<br />
(d) Whether on the floor or in any committee or subcommittee, any<br />
amendment <strong>of</strong>fered to an implementing bill or to a conforming bill that reduces<br />
revenues supporting appropriations must raise the equivalent or greater revenue<br />
for the same fund from other sources.<br />
12.6—Consideration <strong>of</strong> Senate Amendments<br />
(a) After the reading <strong>of</strong> a Senate amendment to a <strong>House</strong> bill, the<br />
following motions shall be in order and shall be privileged in the order named:<br />
(1) Amend the Senate amendment.<br />
(2) Concur in the Senate amendment.<br />
(3) Refuse to concur and ask the Senate to recede.<br />
