11.1—Motions; How Made<br />

RULE ELEVEN—MOTIONS<br />

Every motion shall be made orally, except when requested by the Speaker to be<br />

reduced to writing.<br />

11.2—Precedence <strong>of</strong> Motions During Debate<br />

(a) When a question is under debate, the Speaker or the Chair <strong>of</strong> a<br />

committee or subcommittee shall receive no motion except:<br />

(1) To adjourn at a time certain.<br />

(2) To adjourn.<br />

(3) To recess to a time certain.<br />

(4) To lay on the table.<br />

(5) To reconsider.<br />

(6) For the previous question.<br />

(7) To limit debate.<br />

(8) To temporarily postpone.<br />

(9) To postpone to a time or day certain.<br />

(10) To refer to or to recommit to committee or subcommittee.<br />

(11) To amend.<br />

(12) To amend by removing the enacting or resolving clause.<br />

(b) Such motions shall have precedence in the descending order given.<br />

(c) Notwithstanding paragraph (a)(10) above, the Motion to Withdraw<br />

or Refer a Bill pursuant to <strong>House</strong> Rule 11.11 and the Motion to Refer or<br />

Recommit pursuant to <strong>House</strong> Rule 11.12 are not available in committee or<br />

subcommittee.<br />

11.3—Questions <strong>of</strong> Order Decided without Debate<br />

The Speaker shall decide, without debate, all procedural questions <strong>of</strong> order that<br />

arise when a motion is before the <strong>House</strong> or on appeal.<br />

11.4—Division <strong>of</strong> Question<br />

If a question before the <strong>House</strong> is susceptible <strong>of</strong> separation into two or more<br />

parts, any member may call for a division <strong>of</strong> the question so that each part may<br />

be voted on separately. However, a motion to remove and insert cannot be<br />

divided.<br />
