13.1—Parliamentary Authorities<br />
RULE THIRTEEN—RULES<br />
In all cases not provided for by the <strong>Florida</strong> Constitution, the Rules <strong>of</strong> the<br />
<strong>House</strong>, or the Joint Rules <strong>of</strong> the Senate and <strong>House</strong>, the guiding, but nonbinding,<br />
authority shall be first the Rulings <strong>of</strong> the Speaker and then the latest edition <strong>of</strong><br />
Mason's Manual <strong>of</strong> Legislative Procedure.<br />
13.2—Standing Rules Amendment<br />
Any standing rule may be rescinded or changed by a majority vote <strong>of</strong> the<br />
members, provided that the proposed change or changes be submitted at least 1<br />
day in advance by the Rules & Calendar Committee in writing to the members<br />
together with notice <strong>of</strong> the consideration there<strong>of</strong>. Any standing rule may be<br />
suspended temporarily by a two-thirds vote <strong>of</strong> the members present, except as<br />
otherwise provided in these rules.<br />
13.3—Rules Apply for Term<br />
The standing rules adopted after the beginning <strong>of</strong> the term govern all acts <strong>of</strong> the<br />
<strong>House</strong> during the course <strong>of</strong> the term unless amended or repealed.<br />
13.4—Joint Rules<br />
The <strong>House</strong> shall be governed by joint rules approved by the <strong>House</strong> and Senate<br />
during the term. Such joint rules may not be waived except by agreement <strong>of</strong><br />
both the <strong>House</strong> and Senate. A majority vote <strong>of</strong> the <strong>House</strong> is required for such<br />
agreement.<br />
13.5—Authority and Interpretation<br />
These rules are adopted pursuant to the specific authority granted and the<br />
inherent powers vested in the <strong>House</strong> <strong>of</strong> <strong>Representatives</strong> by the <strong>Florida</strong><br />
Constitution. These rules are intended to facilitate the orderly, practical, and<br />
efficient completion <strong>of</strong> legislative work undertaken by the <strong>House</strong>. These rules<br />
shall govern procedures in the <strong>House</strong> notwithstanding any inconsistent<br />
parliamentary tradition and notwithstanding any joint rule or any statute<br />
enacted by a prior Legislature. Adoption <strong>of</strong> these rules constitutes the<br />
determination <strong>of</strong> the <strong>House</strong> that they do not violate any express regulation or<br />
limitation contained in the <strong>Florida</strong> Constitution. These rules may not be<br />
construed to limit any <strong>of</strong> the powers, rights, privileges, or immunities vested in<br />
or granted to the <strong>House</strong> by the <strong>Florida</strong> Constitution or other organic law.<br />
