(b) For purposes <strong>of</strong> these rules, the term "committee" includes<br />
subcommittee, except where the context indicates otherwise.<br />
7.2—Committee and Subcommittee Appointments<br />
The Speaker may appoint the chair, the vice chair, and any co-chairs as he or<br />
she deems necessary, as well as all members, for each standing <strong>House</strong><br />
committee and subcommittee. The Speaker may appoint the <strong>House</strong> chair and all<br />
<strong>House</strong> members <strong>of</strong> each conference committee, joint committee, and joint<br />
select committee created by agreement <strong>of</strong> the <strong>House</strong> and Senate or <strong>of</strong> the<br />
Speaker and the Senate President. The Speaker shall give written notice <strong>of</strong> each<br />
such appointment to the Clerk for publication. After the Speaker has made<br />
committee and subcommittee appointments, the Minority Leader may name a<br />
Minority Conference member <strong>of</strong> any committee or subcommittee as "ranking<br />
member" <strong>of</strong> that committee or subcommittee, subject to the approval <strong>of</strong> the<br />
Speaker.<br />
7.3—Powers <strong>of</strong> the Chair<br />
A committee or subcommittee chair has authority to sign all notices, vouchers,<br />
and reports required or permitted by these rules. The chair has authority, subject<br />
to approval by the Speaker, to sign all subpoenas issued under these rules. The<br />
chair has all authority necessary to ensure the orderly operation <strong>of</strong> the<br />
committee or subcommittee, including, but not limited to, presiding over<br />
meetings, establishing each meeting agenda, determining the order in which<br />
matters are to be taken up, recognizing or not recognizing non-member<br />
presenters, and deciding questions <strong>of</strong> order. Decisions on questions <strong>of</strong> order<br />
may be appealed pursuant to Rule 2.3(b), but there shall be no appeal <strong>of</strong> the<br />
chair's recognition.<br />
7.4—Absence <strong>of</strong> the Chair<br />
In the absence <strong>of</strong> the chair and all co-chairs, the vice chair, if any, shall assume<br />
the duty to convene and preside over meetings and such other duties as the<br />
Speaker may assign, unless a temporary chair has been appointed by the<br />
Speaker. During a meeting properly convened, the presiding chair, vice chair,<br />
or temporary chair may temporarily assign the duty to preside at that meeting to<br />
