ARTICLE IX CONSTITUTION OF THE STATE OF FLORIDA ARTICLE X
university and its articulation with free public
schools and community colleges, ensuring the
well-planned coordination and operation of the
system, and avoiding wasteful duplication of
facilities or programs. The board’s management
shall be subject to the powers of the legislature to
appropriate for the expenditure of funds, and the
board shall account for such expenditures as
provided by law. The governor shall appoint to
the board fourteen citizens dedicated to the
purposes of the state university system. The
appointed members shall be confirmed by the
senate and serve staggered terms of seven
years as provided by law. The commissioner of
education, the chair of the advisory council of
faculty senates, or the equivalent, and the
president of the Florida student association, or
the equivalent, shall also be members of the
board.

27. Comprehensive Statewide Tobacco Education
And Prevention Program.
SECTION 1. Amendments to United
States Constitution.—The legislature shall not
take action on any proposed amendment to the
constitution of the United States unless a majority
of the members thereof have been elected
after the proposed amendment has been submitted
for ratification.
SECTION 2. Militia.—
(a) The militia shall be composed of all
ablebodied inhabitants of the state who are or
have declared their intention to become citizens
of the United States; and no person because of
religious creed or opinion shall be exempted
from military duty except upon conditions provided
by law.
(b) The organizing, equipping, housing,
maintaining, and disciplining of the militia, and
the safekeeping of public arms may be provided
for by law.
(c) The governor shall appoint all commissioned
officers of the militia, including an adjutant
general who shall be chief of staff. The appointment
of all general officers shall be subject to
confirmation by the senate.
(d) The qualifications of personnel and officers
of the federally recognized national guard,
including the adjutant general, and the grounds
and proceedings for their discipline and removal
shall conform to the appropriate United States
army or air force regulations and usages.
SECTION 3. Vacancy in office.—Vacancy
in office shall occur upon the creation of an office,
upon the death, removal from office, or resignation
of the incumbent or the incumbent’s succession
to another office, unexplained absence for
sixty consecutive days, or failure to maintain the
residence required when elected or appointed,
and upon failure of one elected or appointed to
office to qualify within thirty days from the
commencement of the term.

(a) There shall be exempt from forced sale
under process of any court, and no judgment,
decree or execution shall be a lien thereon,
except for the payment of taxes and assessments
thereon, obligations contracted for the
