8.9—Right to Open and Close Debate<br />

The member presenting a motion shall have the right to open and close the<br />

debate and, for this purpose, may speak each time up to 10 minutes, unless<br />

otherwise limited by majority vote <strong>of</strong> the <strong>House</strong>, notwithstanding the limitation<br />

in Rule 8.7.<br />

PART FOUR—Materials and Meals in Chamber<br />

8.10—Distribution <strong>of</strong> Materials in Chamber; Meals in Chamber<br />

(a) The following constitutes policy regarding material distributed to<br />

the general membership through the Sergeant at Arms' Office and pages:<br />

(1) All material prior to such distribution must be approved by the<br />

Chair <strong>of</strong> the Rules & Calendar Committee.<br />

(2) The following <strong>of</strong>ficial materials are approved: <strong>House</strong> and Senate<br />

bills, resolutions, memorials, and amendments thereto, and <strong>of</strong>ficial calendars<br />

and journals; committee and subcommittee meeting notices; communications<br />

from the Speaker and Clerk and <strong>of</strong>ficial communications from the Senate; and<br />

<strong>of</strong>ficial staff reports <strong>of</strong> standing or select committees or subcommittees or <strong>of</strong><br />

the majority or minority party.<br />

(b) While members may consume nonalcoholic beverages on the floor,<br />

meals will not be allowed on the floor without concurrence <strong>of</strong> a majority vote.<br />

PART FIVE—Miscellaneous Papers<br />

8.11—Miscellaneous Papers<br />

Papers <strong>of</strong> a miscellaneous nature addressed to the <strong>House</strong> may, at the discretion<br />

<strong>of</strong> the Speaker, be read, noted in the Journal, or filed with the appropriate<br />

committee or subcommittee. When the reading <strong>of</strong> a paper other than one upon<br />

which the <strong>House</strong> is called to give a <strong>final</strong> vote is demanded and such reading is<br />

objected to by any member, whether the paper shall be read shall be determined<br />

without debate by the <strong>House</strong> by a majority vote.<br />
