(e) A motion to refer shall be debated only as to the propriety <strong>of</strong> the<br />

reference.<br />

(f) A motion to withdraw a bill from further consideration <strong>of</strong> the <strong>House</strong><br />

shall require a two-thirds vote.<br />

(1) The Chair or Vice Chair <strong>of</strong> the Rules & Calendar Committee, at the<br />

request <strong>of</strong> the first-named member sponsor, may move for the withdrawal <strong>of</strong> a<br />

bill from further consideration.<br />

(2) The first-named member sponsor <strong>of</strong> a bill may, prior to its<br />

introduction and provided no substantive action has been taken on it, withdraw<br />

the bill by written notice to the Clerk.<br />

(3) In moving for the withdrawal <strong>of</strong> a bill from further consideration<br />

by floor motion, the introducer shall be required to identify the nature <strong>of</strong> the<br />

bill.<br />

11.12—Motion to Refer or Recommit<br />

(a) Any bill on the Calendar <strong>of</strong> the <strong>House</strong> may be referred or<br />

recommitted by the <strong>House</strong> to a committee or subcommittee by a majority vote.<br />

(b) A motion to refer or recommit a bill that is before the <strong>House</strong> may<br />

be made during the regular order <strong>of</strong> business. The motion shall be debatable<br />

only as to the propriety <strong>of</strong> that reference and shall require an affirmative<br />

majority vote.<br />

(c) If a bill on third reading is referred or recommitted to a committee<br />

or subcommittee that subsequently reports the bill favorably with a committee<br />

or subcommittee substitute or with one or more amendments, the bill shall<br />

return to second reading.<br />

(d) Referral or recommitment <strong>of</strong> a <strong>House</strong> bill shall automatically carry<br />

with it a Senate companion bill then on the Calendar <strong>of</strong> the <strong>House</strong>.<br />

11.13—Dilatory Motions<br />

Dilatory or delaying motions shall not be in order as determined by the<br />

Speaker.<br />

11.14—Withdrawal <strong>of</strong> Motion<br />

The mover <strong>of</strong> a motion may withdraw the motion at any time before it has been<br />

amended or a vote on it has commenced.<br />
