(3) During any extended or special session, the Rules & Calendar<br />

Committee shall establish a Special Order Calendar and only those bills on such<br />

Special Order Calendar shall be placed on the Calendar <strong>of</strong> the <strong>House</strong>.<br />

(4) During any extended or special session, the Special Order Calendar<br />

shall be published in one Calendar <strong>of</strong> the <strong>House</strong> and bills thereon may be taken<br />

up on the day the Calendar is published.<br />

10.12—Special Floor Procedures<br />

The Rules & Calendar Committee may recommend special floor procedures for<br />

the management <strong>of</strong> amendments and debate on a particular bill, on second and<br />

third readings, which procedures may include limitations on amendments and<br />

debate. Such procedures may not be implemented unless approved by a<br />

majority vote in session.<br />

10.13—Consideration <strong>of</strong> Bills Not on Special Order Calendar<br />

A bill not included on the Special Order Calendar may be considered by the<br />

<strong>House</strong> upon a two-thirds vote.<br />

10.14—Consent Calendar<br />

The Rules & Calendar Committee may submit Consent Calendar procedures to<br />

expedite the consideration <strong>of</strong> noncontroversial legislation.<br />

10.15—Requirements for Placement on Special Order Calendar<br />

No measure may be placed on a Special Order Calendar until it has been<br />

reported favorably by each committee and subcommittee <strong>of</strong> reference and is<br />

available for consideration on the floor.<br />

10.16—Informal Deferral <strong>of</strong> Bills<br />

Whenever the member who introduced a bill or the first-named member<br />

sponsor <strong>of</strong> a committee or subcommittee bill is absent from the Chamber when<br />

the bill has been reached in the regular order on second or third reading,<br />

consideration shall be informally deferred until such member's return, unless<br />

another member consents to <strong>of</strong>fer the bill on behalf <strong>of</strong> the original member. The<br />

bill shall retain its position on the Calendar <strong>of</strong> the <strong>House</strong> during the same<br />

legislative day. The member shall have the responsibility <strong>of</strong> making the motion<br />

for its subsequent consideration.<br />

10.17—Ceremonial Resolutions Published in Journal<br />

Upon approval <strong>of</strong> the Chair <strong>of</strong> the Rules & Calendar Committee, a ceremonial<br />

resolution may be shown as read and adopted by publication in full in the<br />
