(h) No bill referred or recommitted to a committee or subcommittee by<br />

a vote <strong>of</strong> the <strong>House</strong> shall be brought back into the <strong>House</strong> on a motion to<br />

reconsider.<br />

(i) The Clerk shall retain possession <strong>of</strong> all bills and joint resolutions<br />

for the period after passage during which reconsideration may be moved,<br />

except that local bills, concurrent resolutions, and memorials shall be<br />

transmitted to the Senate without delay.<br />

(j) The adoption <strong>of</strong> a motion to waive the rules and immediately certify<br />

any bill to the Senate shall be construed as releasing the measure from the<br />

Clerk's possession for the period <strong>of</strong> reconsideration.<br />

(k) Unless otherwise directed by the Speaker, during the last 14 days<br />

<strong>of</strong> a regular session or any extension there<strong>of</strong> and during any special session, all<br />

measures acted on by the <strong>House</strong> shall be transmitted to the Senate without<br />

delay.<br />

11.8—Motion for the Previous Question<br />

(a) The previous question may be asked and ordered upon any<br />

debatable single motion, series <strong>of</strong> motions, or amendment pending and the<br />

effect there<strong>of</strong> shall be to conclude all action on the same day. If third reading is<br />

reached on another day, the order for the previous question must be renewed on<br />

that day.<br />

(b) The motion for the previous question shall be decided without<br />

debate. If the motion prevails, the sponsor <strong>of</strong> a bill or debatable motion and an<br />

opponent shall be allowed 3 minutes each within which to debate the pending<br />

question, and each may divide the time with, or waive this right in favor <strong>of</strong>,<br />

some other member. On second reading, the <strong>final</strong> available question is the main<br />

amendment; on third reading, it is the bill.<br />

(c) When the motion for the previous question is adopted on a main<br />

question, the sense <strong>of</strong> the <strong>House</strong> shall be taken without delay on pending<br />

amendments and such question in the regular order.<br />

(d) The motion for the previous question may not be made by the firstnamed<br />

sponsor or mover.<br />

11.9—Motion to Limit Debate<br />

When there is debate by the <strong>House</strong>, it shall be in order for a member to move to<br />

limit debate and such motion shall be decided without debate, except that the<br />

first-named sponsor or mover <strong>of</strong> the question under debate shall have 5 minutes<br />

within which to discuss the motion and may divide the allotted time with, or<br />

waive it in favor <strong>of</strong>, some other member. If, by majority vote, the question is<br />

decided in the affirmative, debate shall be limited to 10 minutes for each side,<br />

unless a greater time is stated in the motion, such time to be apportioned by the<br />
