YOUTH DEVELOPMENT RULES<br />

GENERAL<br />

15. Any Club or Official making a false statement (whether made verbally or in writing) or<br />

falsifying a document in connection with:<br />

15.1. an application for an Academy licence;<br />

15.2. the League’s annual evaluation undertaken pursuant to Rule 28;<br />

15.3. an ISO Audit; or<br />

15.4. any other provision of these Rules;<br />

shall be in breach of these Rules and shall be liable to be dealt with in accordance with the<br />

provisions of Section W of the League’s Rules.<br />

16. If, in breach of Rule 3.2, a Club fails to comply with any Rule in this section, then the PGB may:<br />

16.1. revoke the Club’s Academy licence; or<br />

16.2. suspend the Club’s Academy licence for such time as it shall determine during which the<br />

Club shall have the opportunity to ensure it becomes compliant with the relevant Rule; or<br />

16.3. determine that the Club’s Academy shall have a lower Category than its current Category;<br />

16.4. withdraw or suspend the Club’s entitlement to any central funding provided for the<br />

purposes of youth development; and<br />

16.5. in any of the above cases require the ISO to undertake an ISO Audit of the Club’s<br />

Academy as soon as reasonably practicable.<br />

17. Without prejudice to Rules 16, 205 and 206, any breach of Rules 3.2, 15, 23.2, 31 35 to 42, 46, 47,<br />

48.1, 104 to 107, 110.2, 114 to 116, 118, 119, 126, 127, 138, 139, 146 to 148, 155, 0, 160, 161, 164 to<br />

168, 182, 187, 188, 190, 192 to 195, 198, 199, 214, 216, 219 to 222, 227, 233, 236 to 238, 247, 249,<br />

252, 254, 264, 265, 267, 268 270 or 272 shall be liable to be dealt with under the provisions of<br />

Section W of the League’s Rules.<br />

Guidance<br />

Failure to comply with any of the Rules in this section, other than those specified in Rule 17 above, will not lead to liability<br />

to disciplinary action under Section W. However, such failure to comply may be dealt with pursuant to the terms and<br />

conditions of the Club’s Academy licence and may lead to the revocation, suspension or downgrading of that licence, or<br />

the withdrawal or suspension of central funding, pursuant to Rule 16.<br />

The League considers that the Rules specified in Rule 17 are of such a nature that breach should open the possibility of<br />

disciplinary action under Section W because they impact upon other people or entities, and in particular, Academy<br />

Players and/or other Clubs.<br />
