GAMES PROGRAMME<br />

General<br />

116. Save as permitted by the Board, Clubs shall not affiliate to any other youth leagues or enter<br />

any cup competitions except the Football Association Youth Challenge Cup.<br />

117. An Academy Player whose registration is held by a Club which operates an Academy shall play<br />

football only in a Games Programme or in Authorised Games and in coaching and training<br />

games (participation in which is limited to registered Academy Players and Trialists) organised<br />

by and played at an Academy.<br />

118. A Club which operates an Academy shall not require, cause or allow an Academy Player whose<br />

registration it holds to play football except as permitted by Rule 117.<br />

119. Each Club which operates an Academy shall record in each Academy Player’s Performance Clock:<br />

119.1. each match in which he has played; and<br />

119.2. his playing time in each match.<br />

Guidance<br />

The Performance Clock may be used to record other playing information about the Academy Player, e.g. substitutions,<br />

cautions, position played in. It forms part of the Performance Management Application which, as set out in the guidance<br />

note under Rule 23, will be developed in consultation with Clubs. Until such time as the Performance Management<br />

Application is finalised (likely to be July 2013), Clubs will be asked to use existing methods of information capture.<br />

Performance Analysis<br />

120. Each Club operating a Category 1 or Category 2 Academy shall:<br />

120.1. have such technical facilities as are necessary to undertake the Performance Analysis<br />

required of it by Rule 120.2;<br />

120.2. undertake Performance Analysis (including, in the case of a Club which operates a<br />

Category 1 Academy, by undertaking GPS evaluation in the Professional Development<br />

Phase and in the Youth Development Phase if the Full Time Training Model is utilised)<br />

of training activity and matches in the Youth Development Phase Games Programme,<br />

the Professional Development Phase Games Programme and the Professional<br />

Development League;<br />

120.3. use the results of such Performance Analysis in its monitoring of the coaching and<br />

development of Academy Players in the Youth Development Phase and the Professional<br />

Development Phase; and<br />

120.4. make available to the League such Performance Analysis data as it reasonably shall<br />

require to undertake the benchmarking of data for that Academy against national trends.<br />

121. Each Club operating a Category 3 or Category 4 Academy shall comply with Rule 120 but only<br />

in respect of players in the Under 17 to Under 18 age groups.<br />

122. Subject to a Club complying with Rule 120 or 121 (as appropriate depending on the Category of its<br />

Academy), and to a sufficient number of Clubs (and Football League Clubs) likewise complying, the<br />

League will make available to it benchmarked data derived from comparing the Performance Analysis<br />

data it has submitted to the League with that submitted by other Clubs (on an anonymised basis).<br />

Guidance<br />

The League will produce further detail of the proposed national programme of Performance Analysis for the older Academy age<br />

groups. The proposals in this regard will be presented to Clubs in due course. If Clubs approve these proposals, then (subject to<br />

Club approval) a requirement will be inserted in the Rules for Clubs to contribute information to this national programme.<br />
