APPENDIX 3<br />

RISK ASSESSMENT<br />

4.1 The Tour Leader is responsible for carrying out a risk assessment for the Tour. The Tour Leader may<br />

delegate this to the Tours Co-ordinator provided that the latter has sufficient expertise and experience<br />

to undertake it but the Tour Leader shall retain ultimate responsibility for the risk assessment. The risk<br />

assessment must be recorded in writing in Form T4 and both it and all other records must be filed at<br />

the Academy. The Tour Leader must consider potential hazards and what safety measures should be<br />

taken to avoid them. The Tour Leader must consider what will be done in the event of a serious accident,<br />

injury or emergency.<br />

4.2 If Academy Players are to be allowed to swim or be involved in any water activity whilst on the Tour,<br />

the Tour Leader must establish the swimming competence of each Academy Player. The Tour Leader<br />

must arrange lifeguard supervision.<br />

4.3 If the Tour is to involve experience of adventure or other high risk activity the Tour Leader must act in<br />

accordance with the guidance in the DfES supplement Part 2 – Standards for Adventure. If a specialist<br />

provider is engaged, the Tour Leader must obtain written confirmation from that provider that a<br />

current licence issued by the Adventure Activities Licensing Authority is held for the activity in question.<br />

ADVANCE VISIT<br />

5. Unless previously visited by or otherwise known to the Tour Leader, the Tour Leader must visit the Tour<br />

venue(s) in advance. The Tour Leader must check arrangements for travel, accommodation (including food<br />

and drink), playing and training and medical facilities, communications, laundry and opportunities<br />

for recreation.<br />

THE TOUR PLANS<br />

6. The Tour Leader’s plans must include consideration of the<br />

• age of Academy Players<br />

• nature of the Tour, particularly if non football activities are involved<br />

• ratio of Staff to Academy Players<br />

• qualifications and experience of Staff<br />

• description and rota of Staff duties, including designation of Staff to carry and use first aid equipment<br />

• medical or other special needs of individual Academy Players<br />

• travel arrangements<br />

• contingency measures for a change of plan or late return including arrangements for sending a<br />

Academy Player home early<br />

• insurances<br />

• communication arrangements<br />

• emergency procedures<br />

• designation and briefing of the Home Contact Person<br />

MEDICAL SUPPORT AND EQUIPMENT<br />

7.1 One member of the Staff should be a physiotherapist who should meet the requirements for<br />

physiotherapists’ qualifications set out in the Youth Development Rules. The physiotherapist should be<br />

responsible for taking first aid equipment and treating Academy Players on the Tour.<br />
