When <strong>the</strong>y were <strong>in</strong>terviewed <strong>in</strong> mid-2011, both organisations believe that demand <strong>for</strong><br />
household <strong>sanitation</strong> micr<strong>of</strong><strong>in</strong>ance products is high, although <strong>the</strong>se organisations had only<br />
conducted partial demand studies to support this claim. The ma<strong>in</strong> constra<strong>in</strong>t <strong>in</strong> terms <strong>of</strong><br />
extend<strong>in</strong>g such f<strong>in</strong>anc<strong>in</strong>g tends to be limited available fund<strong>in</strong>g ra<strong>the</strong>r than limited demand by<br />
households.<br />
Did f<strong>in</strong>ancial <strong>in</strong>stitutions express an <strong>in</strong>terest <strong>in</strong> this market segment?<br />
As <strong>of</strong> mid-2011, no <strong>for</strong>mal f<strong>in</strong>ancial <strong>in</strong>stitution <strong>in</strong> <strong>Tanzania</strong> (<strong>in</strong>clud<strong>in</strong>g commercial banks or<br />
MFIs) was <strong>of</strong>fer<strong>in</strong>g <strong>sanitation</strong> micr<strong>of</strong><strong>in</strong>ance products to households. This is due to a number<br />
<strong>of</strong> factors, <strong>in</strong>clud<strong>in</strong>g <strong>the</strong>se f<strong>in</strong>ancial <strong>in</strong>stitutions’ general lack <strong>of</strong> awareness <strong>of</strong> <strong>the</strong> f<strong>in</strong>ancial<br />
needs <strong>of</strong> <strong>the</strong> <strong>sanitation</strong> sector and to <strong>the</strong> fact that such products may not be <strong>in</strong> l<strong>in</strong>e with <strong>the</strong>ir<br />
current strategic directions.<br />
Some <strong>of</strong> <strong>the</strong> <strong>Tanzania</strong>-based f<strong>in</strong>ancial <strong>in</strong>stitutions consulted as part <strong>of</strong> this study appear to<br />
be <strong>in</strong>terested <strong>in</strong> provid<strong>in</strong>g micr<strong>of</strong><strong>in</strong>ance products <strong>for</strong> <strong>sanitation</strong>. Specifically, Tujijenge<br />
<strong>Tanzania</strong> Ltd, Mkombozi Commercial Bank, Dar es Salaam Community Bank, and Kenya<br />
Commercial Bank <strong>Tanzania</strong> Ltd showed some level <strong>of</strong> <strong>in</strong>terest <strong>in</strong> consider<strong>in</strong>g f<strong>in</strong>anc<strong>in</strong>g<br />
<strong>sanitation</strong> facilities and services.<br />
Most <strong>of</strong> <strong>the</strong>se f<strong>in</strong>ancial <strong>in</strong>stitutions are relatively new and appeared to be open to new<br />
product development. They <strong>in</strong>dicated that <strong>the</strong>y could lend to households as long as <strong>the</strong> latter<br />
can demonstrate <strong>the</strong>ir ability to repay <strong>the</strong> loans advanced (through a clear <strong>in</strong>come stream <strong>for</strong><br />
example). These <strong>in</strong>stitutions have product development or market<strong>in</strong>g departments that are<br />
actively look<strong>in</strong>g <strong>for</strong> ways to diversify <strong>the</strong>ir product <strong>of</strong>fer<strong>in</strong>gs. For example, Tujijenge is<br />
currently <strong>of</strong>fer<strong>in</strong>g a “solar lamp” loan and is look<strong>in</strong>g to diversify <strong>in</strong>to micro health <strong>in</strong>surance<br />
products. Mkombozi bank, <strong>the</strong> most recently licensed commercial bank <strong>in</strong> <strong>Tanzania</strong>, is<br />
seriously consider<strong>in</strong>g <strong>of</strong>fer<strong>in</strong>g hous<strong>in</strong>g micr<strong>of</strong><strong>in</strong>ance products <strong>in</strong> <strong>the</strong> near future. Similarly,<br />
Dar es Salaam Community Bank Ltd is keen on develop<strong>in</strong>g low <strong>in</strong>come hous<strong>in</strong>g loans.<br />
However, <strong>the</strong>se <strong>in</strong>stitutions would need to conduct a thorough market demand assessment<br />
be<strong>for</strong>e decid<strong>in</strong>g on whe<strong>the</strong>r to enter this market or not. Such a market demand assessment<br />
could start with ask<strong>in</strong>g <strong>the</strong>ir exist<strong>in</strong>g customers whe<strong>the</strong>r <strong>the</strong>y would be <strong>in</strong>terested <strong>in</strong> this type<br />
<strong>of</strong> loan product, <strong>for</strong> example.<br />
More established micr<strong>of</strong><strong>in</strong>ance <strong>in</strong>stitutions, such as FINCA or PRIDE, are show<strong>in</strong>g limited<br />
<strong>in</strong>terest <strong>for</strong> household-level products as <strong>the</strong>y equate those to consumer loans. These<br />
<strong>in</strong>stitutions are currently focused on lend<strong>in</strong>g to small-scale entrepreneurs, via <strong>in</strong>comegenerat<strong>in</strong>g<br />
loans and are less likely to be will<strong>in</strong>g to diversify <strong>in</strong>to consumer loans.<br />
However, <strong>the</strong> traditional MFIs could be encouraged to embed <strong>sanitation</strong> f<strong>in</strong>anc<strong>in</strong>g <strong>in</strong> wider<br />
social programs. For example, Tujijenge <strong>Tanzania</strong> Ltd <strong>in</strong>dicated that <strong>sanitation</strong> f<strong>in</strong>anc<strong>in</strong>g<br />
could be <strong>in</strong>corporated <strong>in</strong>to <strong>the</strong>ir planned medical <strong>in</strong>surance loan product. Discussions with<br />
managers <strong>of</strong> Mkombozi Commercial Bank Ltd and Dar es Salaam Community Bank Ltd<br />
respectively <strong>in</strong>dicated that <strong>sanitation</strong> f<strong>in</strong>anc<strong>in</strong>g could be <strong>in</strong>cluded and prioritised <strong>in</strong> <strong>the</strong><br />
hous<strong>in</strong>gs schemes <strong>the</strong> <strong>in</strong>stitutions are plann<strong>in</strong>g to develop. All <strong>the</strong> same, <strong>the</strong>re is need to<br />
actively develop <strong>the</strong> <strong>in</strong>terest <strong>of</strong> f<strong>in</strong>ancial <strong>in</strong>stitutions <strong>in</strong> <strong>Tanzania</strong> to consider f<strong>in</strong>anc<strong>in</strong>g <strong>the</strong>ir<br />
customers to access improved <strong>sanitation</strong> facilities and/or services.<br />
Annex B conta<strong>in</strong>s more detail on <strong>the</strong> <strong>in</strong>terest expressed by each f<strong>in</strong>ancial <strong>in</strong>stitution<br />
consulted on <strong>the</strong> different market segments, and <strong>for</strong> household-level micr<strong>of</strong><strong>in</strong>ance <strong>sanitation</strong><br />
<strong>in</strong> particular.<br />
