As a result, <strong>sanitation</strong>-sector champions (such as Tim Ndezi) recommend treat<strong>in</strong>g <strong>sanitation</strong><br />

micr<strong>of</strong><strong>in</strong>ance as a specific category ra<strong>the</strong>r than <strong>in</strong>corporate it <strong>in</strong>to hous<strong>in</strong>g micr<strong>of</strong><strong>in</strong>ance.<br />

Although <strong>the</strong>re are pros and cons <strong>for</strong> both approaches (and <strong>the</strong>y are not mutually exclusive),<br />

we would support support<strong>in</strong>g <strong>sanitation</strong> micr<strong>of</strong><strong>in</strong>ance specifically, at least dur<strong>in</strong>g <strong>the</strong> <strong>in</strong>itial<br />

few years when both hous<strong>in</strong>g micr<strong>of</strong><strong>in</strong>ance and <strong>sanitation</strong> micr<strong>of</strong><strong>in</strong>ance markets need to get<br />

established. Promoters <strong>of</strong> <strong>sanitation</strong> micr<strong>of</strong><strong>in</strong>ance (via a dedicated work<strong>in</strong>g group, <strong>for</strong><br />

example) should also argue <strong>for</strong> strict en<strong>for</strong>cement <strong>of</strong> build<strong>in</strong>g regulations, so that new<br />

build<strong>in</strong>gs constructed <strong>in</strong>corporate a <strong>sanitation</strong> solution To this end, stakeholders were asked<br />

to consider develop a specific work<strong>in</strong>g group <strong>for</strong> <strong>sanitation</strong> micr<strong>of</strong><strong>in</strong>ance. WaterAid <strong>Tanzania</strong><br />

could facilitate <strong>the</strong> establishment <strong>of</strong> such a work<strong>in</strong>g group, ga<strong>in</strong><strong>in</strong>g from <strong>the</strong> experience <strong>of</strong> <strong>the</strong><br />

already functional hous<strong>in</strong>g micr<strong>of</strong><strong>in</strong>ance work<strong>in</strong>g group mentioned above.<br />

Box 7. Recent developments <strong>in</strong> <strong>the</strong> hous<strong>in</strong>g micr<strong>of</strong><strong>in</strong>ance market <strong>in</strong> <strong>Tanzania</strong><br />

The need <strong>for</strong> hous<strong>in</strong>g micr<strong>of</strong><strong>in</strong>ance products is direly felt <strong>in</strong> most develop<strong>in</strong>g countries (<strong>in</strong>clud<strong>in</strong>g <strong>in</strong><br />

<strong>Tanzania</strong>), where mortgage products are usually only available <strong>for</strong> <strong>the</strong> wealthier customers and <strong>the</strong>re<br />

are no f<strong>in</strong>anc<strong>in</strong>g sources <strong>for</strong> <strong>in</strong>cremental hous<strong>in</strong>g improvements. Accord<strong>in</strong>g to CGAP (2004), “Hous<strong>in</strong>g<br />

micr<strong>of</strong><strong>in</strong>ance consists ma<strong>in</strong>ly <strong>of</strong> loans to low-<strong>in</strong>come people <strong>for</strong> renovation or expansion <strong>of</strong> an exist<strong>in</strong>g<br />

home, construction <strong>of</strong> a new home, land acquisition, and basic <strong>in</strong>frastructure (e.g., hook<strong>in</strong>g up to city<br />

sewage l<strong>in</strong>es). As <strong>of</strong> 2004, CGAP <strong>in</strong>dicated that most <strong>of</strong> <strong>the</strong> successes <strong>in</strong> this <strong>the</strong>n new field had been<br />

with home improvement loans, whereas land acquisition and new hous<strong>in</strong>g construction are still<br />

dom<strong>in</strong>ated by subsidies, ra<strong>the</strong>r than f<strong>in</strong>ancial services.<br />

In <strong>Tanzania</strong>, a number <strong>of</strong> f<strong>in</strong>ancial <strong>in</strong>stitutions have recently started develop<strong>in</strong>g and promot<strong>in</strong>g<br />

hous<strong>in</strong>g micr<strong>of</strong><strong>in</strong>ance, partly with <strong>the</strong> support <strong>of</strong> <strong>the</strong> F<strong>in</strong>ancial Sector Deepen<strong>in</strong>g Trust, <strong>in</strong>ternational<br />

donors such as <strong>the</strong> World Bank or <strong>in</strong>ternational NGOs such as Ro<strong>of</strong>tops <strong>in</strong>ternational.<br />

Establishment <strong>of</strong> a hous<strong>in</strong>g micr<strong>of</strong><strong>in</strong>ance work<strong>in</strong>g group. A hous<strong>in</strong>g micr<strong>of</strong><strong>in</strong>ance work<strong>in</strong>g group<br />

was set up <strong>in</strong> November 2009 and ga<strong>the</strong>rs <strong>in</strong>stitutions (13 <strong>in</strong> total so far) that are <strong>in</strong>terested <strong>in</strong><br />

foster<strong>in</strong>g <strong>the</strong> development <strong>of</strong> this market <strong>in</strong> <strong>Tanzania</strong>, <strong>in</strong>clud<strong>in</strong>g <strong>potential</strong> providers <strong>of</strong> hous<strong>in</strong>g<br />

micr<strong>of</strong><strong>in</strong>ance as well as <strong>the</strong> Bank <strong>of</strong> <strong>Tanzania</strong> (Central Bank) and <strong>in</strong>ternational NGOs.<br />

The work<strong>in</strong>g group placed its ma<strong>in</strong> outputs on a webpage (see: http://hmfwgtz.blogspot.com/), which<br />

conta<strong>in</strong>s a wealth <strong>of</strong> <strong>in</strong><strong>for</strong>mation about <strong>the</strong>ir activities and about <strong>the</strong> market as a whole. Membership is<br />

opened to any <strong>in</strong>terested <strong>in</strong>stitution and free, <strong>in</strong> exchange <strong>for</strong> transparency about <strong>the</strong>ir products. As <strong>of</strong><br />

July 2011, work<strong>in</strong>g group members have jo<strong>in</strong>tly provided no more than 2,000 hous<strong>in</strong>g loans (with an<br />

average value <strong>of</strong> TZS 1 million), whilst <strong>the</strong> <strong>potential</strong> demand is <strong>in</strong> <strong>the</strong> range <strong>of</strong> millions, <strong>the</strong> underly<strong>in</strong>g<br />

idea is that members should not treat each o<strong>the</strong>r as competitors but ra<strong>the</strong>r seek to work<br />

collaboratively <strong>in</strong> order to develop <strong>the</strong> market.<br />

The World Bank Hous<strong>in</strong>g F<strong>in</strong>ance project. In March 2010, <strong>the</strong> World Bank <strong>in</strong>itiated a 5-year USD<br />

40 million project aimed at develop<strong>in</strong>g <strong>the</strong> hous<strong>in</strong>g mortgage f<strong>in</strong>ance market <strong>in</strong> <strong>Tanzania</strong>, <strong>in</strong>clud<strong>in</strong>g<br />

<strong>in</strong>itiatives to foster <strong>the</strong> development <strong>of</strong> a hous<strong>in</strong>g micr<strong>of</strong><strong>in</strong>ance market. There are three components to<br />

<strong>the</strong> project. The ma<strong>in</strong> component <strong>of</strong> <strong>the</strong> project is <strong>the</strong> development <strong>of</strong> <strong>the</strong> mortgage market, centred<br />

on <strong>the</strong> creation and development <strong>of</strong> <strong>the</strong> <strong>Tanzania</strong>n Mortgage Ref<strong>in</strong>ance Company (TMRC) to provide<br />

medium and long-term liquidity to mortgage lenders. The second component <strong>of</strong> <strong>the</strong> project is<br />

development <strong>of</strong> hous<strong>in</strong>g micr<strong>of</strong><strong>in</strong>ance. An <strong>in</strong>itial study will assess <strong>the</strong> <strong>potential</strong> to develop this product<br />

and exam<strong>in</strong>e how a Hous<strong>in</strong>g Micr<strong>of</strong><strong>in</strong>ance Fund (HMFF) could help <strong>in</strong> provid<strong>in</strong>g longer term funds to<br />

allow loans <strong>for</strong> up to five years or longer to be granted. Regulatory re<strong>for</strong>m and capacity build<strong>in</strong>g<br />

around this product will also be necessary to foster a safe lend<strong>in</strong>g environment. The sett<strong>in</strong>g up and<br />

implementation <strong>of</strong> HMFF is likely to take place dur<strong>in</strong>g <strong>the</strong> second half <strong>of</strong> <strong>the</strong> project. The third<br />

component <strong>of</strong> <strong>the</strong> project is expansion <strong>of</strong> af<strong>for</strong>dable hous<strong>in</strong>g supply. Work will be undertaken to<br />

support <strong>the</strong> development <strong>of</strong> a private developer <strong>in</strong>dustry. A range <strong>of</strong> measures will be undertaken,<br />

which <strong>in</strong>cludes: conduct<strong>in</strong>g a basel<strong>in</strong>e hous<strong>in</strong>g market study, improv<strong>in</strong>g <strong>the</strong> capacity <strong>of</strong> <strong>the</strong> National<br />

Hous<strong>in</strong>g Corporation (NHC), improv<strong>in</strong>g capacity <strong>of</strong> banks to provide real estate developer f<strong>in</strong>ance,<br />

and promot<strong>in</strong>g <strong>the</strong> use <strong>of</strong> lower cost construction technologies.<br />
