households to UMAWA <strong>for</strong> toilet empty<strong>in</strong>g services, but <strong>the</strong> CBO is not able to respond<br />
immediately s<strong>in</strong>ce <strong>the</strong>y could be at ano<strong>the</strong>r end <strong>of</strong> <strong>the</strong> ward when called upon.<br />
The impact <strong>of</strong> <strong>the</strong> loans is not yet clear s<strong>in</strong>ce <strong>the</strong> revolv<strong>in</strong>g fund approach is still at<br />
<strong>in</strong>ception. WaterAid <strong>Tanzania</strong>, is implement<strong>in</strong>g <strong>the</strong> revolv<strong>in</strong>g fund as a short term<br />
measure. L<strong>in</strong>k<strong>in</strong>g <strong>the</strong> CBOs with commercial banks is perceived as <strong>the</strong> long term solution.<br />
As such WaterAid <strong>Tanzania</strong> cont<strong>in</strong>ues to engage with <strong>the</strong> banks <strong>for</strong> f<strong>in</strong>anc<strong>in</strong>g <strong>the</strong> CBOs.<br />
As at <strong>the</strong> time <strong>of</strong> this research, WaterAid <strong>Tanzania</strong> was seek<strong>in</strong>g ways <strong>of</strong> sett<strong>in</strong>g up a<br />
guarantee scheme to enable <strong>the</strong> CBOs access loans from <strong>the</strong> banks.<br />
3. Sources <strong>of</strong> fund<strong>in</strong>g<br />
WaterAid <strong>Tanzania</strong> depends largely on donor support. As such <strong>the</strong> funds used to set up<br />
<strong>the</strong> revolv<strong>in</strong>g fund system was directly from donor funds. CBOs reported that <strong>in</strong>creas<strong>in</strong>gly,<br />
<strong>the</strong> Municipality <strong>of</strong>ficers support <strong>the</strong>ir work by referr<strong>in</strong>g households to <strong>the</strong>m <strong>for</strong> toilet<br />
empty<strong>in</strong>g services.<br />
There are plans by <strong>the</strong> government and o<strong>the</strong>r donors to start a nationwide <strong>sanitation</strong><br />
campaign later <strong>in</strong> 2011. Such a campaign is likely to improve awareness and demand <strong>for</strong><br />
provide <strong>sanitation</strong> services. This campaign could <strong>in</strong>volve <strong>the</strong> <strong>in</strong>clusion <strong>of</strong> a micr<strong>of</strong><strong>in</strong>ance<br />
component.<br />
4. Overall assessment <strong>of</strong> <strong>the</strong>ir <strong>sanitation</strong> micr<strong>of</strong><strong>in</strong>ance experience<br />
Go<strong>in</strong>g <strong>for</strong>ward, <strong>the</strong> service providers (CBOs) <strong>for</strong>esee a grow<strong>in</strong>g market <strong>for</strong> toilet empty<strong>in</strong>g<br />
services. But it was noted that <strong>the</strong> demand also largely depends on <strong>the</strong> actual<br />
en<strong>for</strong>cement <strong>of</strong> <strong>the</strong> municipality <strong>sanitation</strong> By-laws. As such, <strong>the</strong> CBOs need to collaborate<br />
closely with <strong>the</strong> Municipality <strong>of</strong>ficials. WaterAid <strong>Tanzania</strong> could play a role <strong>of</strong> promot<strong>in</strong>g<br />
such collaboration.<br />
CBOs have also diversified <strong>the</strong>ir sources <strong>of</strong> <strong>in</strong>come. For example, UMAWA also operate a<br />
small college and receives fee <strong>in</strong>come, municipal payments <strong>for</strong> solid waste collections,<br />
household payments <strong>for</strong> solid waste collection, as well as toilet empty<strong>in</strong>g services.<br />
However, over time <strong>in</strong>come from liquid waste disposal (toilet empty<strong>in</strong>g) has been grow<strong>in</strong>g.<br />
There is room <strong>for</strong> expansion <strong>of</strong> this l<strong>in</strong>e <strong>of</strong> <strong>in</strong>come if <strong>the</strong> service providers accessed<br />
additional gulper pumps and purchased a second motorcycle or means <strong>of</strong> transport <strong>in</strong><br />
general and if <strong>in</strong>vestments went <strong>in</strong>to additional or expansion <strong>of</strong> exist<strong>in</strong>g transfer stations.<br />
5. Recommendations <strong>for</strong> future development <strong>of</strong> <strong>the</strong>ir <strong>sanitation</strong> micr<strong>of</strong><strong>in</strong>ance programmes<br />
Consider streng<strong>the</strong>n<strong>in</strong>g <strong>the</strong> entrepreneurs and build<strong>in</strong>g <strong>the</strong>ir bus<strong>in</strong>ess case via <strong>the</strong> use<br />
<strong>of</strong> <strong>the</strong> revolv<strong>in</strong>g fund, be<strong>for</strong>e approach<strong>in</strong>g commercial banks <strong>for</strong> fund<strong>in</strong>g with a viable<br />
“bus<strong>in</strong>ess case” <strong>in</strong> hand. Access to commercial bank fund<strong>in</strong>g will be critical <strong>in</strong> order to<br />
scale-up <strong>the</strong> scheme, which would only grow very slowly if done on <strong>the</strong> basis <strong>of</strong> a<br />
revolv<strong>in</strong>g fund approach.<br />
