What micr<strong>of</strong><strong>in</strong>ance products could be considered?<br />

Sanitation entrepreneurs, like any o<strong>the</strong>r entrepreneurs, are <strong>in</strong> need <strong>of</strong> work<strong>in</strong>g capital to<br />

acquire tools and equipment. In addition, two micr<strong>of</strong><strong>in</strong>ance products are likely to be<br />

demanded by <strong>sanitation</strong> entrepreneurs. These are asset f<strong>in</strong>anc<strong>in</strong>g loans and construction<br />

loans. In <strong>the</strong> first case, <strong>sanitation</strong> entrepreneurs may require funds to purchase equipment<br />

<strong>for</strong> liquid waste disposal. Similarly, such entrepreneurs may require fund<strong>in</strong>g to purchase<br />

better means <strong>of</strong> transport such as motorcycle, truck or tanker.<br />

With regards to <strong>sanitation</strong> entrepreneurs that choose to provide public toilet services <strong>the</strong>re<br />

may be <strong>the</strong> need to construct such toilets and l<strong>in</strong>k <strong>the</strong>n to an exist<strong>in</strong>g sewer system or<br />

construct a septic tank. Such entrepreneurs may require toilet blocks construction loans<br />

besides o<strong>the</strong>r f<strong>in</strong>ancial needs such as purchas<strong>in</strong>g or leas<strong>in</strong>g land from local authorities.<br />

At <strong>the</strong> household level and more so <strong>in</strong> <strong>the</strong> rural area, <strong>the</strong>re are opportunities to support <strong>the</strong><br />

development <strong>of</strong> artisans to promote and/or construct improved toilets <strong>for</strong> households. In such<br />

cases, micr<strong>of</strong><strong>in</strong>ance <strong>in</strong>stitutions may consider f<strong>in</strong>anc<strong>in</strong>g <strong>the</strong> artisans as <strong>in</strong>dividuals or <strong>in</strong><br />

groups to develop and promote <strong>the</strong>ir trade as well as f<strong>in</strong>ance clients to construct improved<br />

toilets.<br />

What are exist<strong>in</strong>g experiences <strong>in</strong> <strong>Tanzania</strong>?<br />

With respect to provid<strong>in</strong>g small loans to <strong>sanitation</strong> entrepreneurs, WaterAid is <strong>the</strong> ma<strong>in</strong><br />

organisation with experience <strong>in</strong> this area. They have been exam<strong>in</strong><strong>in</strong>g <strong>the</strong> <strong>sanitation</strong><br />

entrepreneur f<strong>in</strong>anc<strong>in</strong>g issue <strong>in</strong> <strong>the</strong> context <strong>of</strong> <strong>the</strong>ir urban work support<strong>in</strong>g <strong>the</strong> establishment<br />

<strong>of</strong> small-scale entrepreneurs provid<strong>in</strong>g pit empty<strong>in</strong>g services to households. This is usually<br />

one <strong>the</strong> service that <strong>the</strong>se entrepreneurs provide, amongst o<strong>the</strong>r services such as street<br />

clean<strong>in</strong>g and garbage pick-up <strong>for</strong> <strong>the</strong> municipalities.<br />

WaterAid has been support<strong>in</strong>g <strong>the</strong> development <strong>of</strong> this type <strong>of</strong> services over <strong>the</strong> last five<br />

years, with <strong>the</strong> provision <strong>of</strong> an <strong>in</strong>novative technological device (<strong>the</strong> “gulper”). Interviews with<br />

leaders <strong>of</strong> two community groups under <strong>the</strong> WaterAid gulper project <strong>in</strong>dicated that <strong>the</strong><br />

demand <strong>for</strong> pit latr<strong>in</strong>e empty<strong>in</strong>g services is high <strong>in</strong> <strong>the</strong> unplanned settlements <strong>in</strong> Dar es<br />

Salaam. These CBOs need fund<strong>in</strong>g to acquire a second gulper pump and tanks and<br />

motorcycles (See Annex A <strong>for</strong> more <strong>in</strong>fo).<br />

Market traders associations have also entered <strong>in</strong>to partnership with municipal council, <strong>in</strong><br />

Temeke <strong>for</strong> example to lease and manage market toilet blocks at a fee. Refurbishment <strong>of</strong><br />

such public toilet blocks require f<strong>in</strong>anc<strong>in</strong>gs and such market traders associations have<br />

approached <strong>Tanzania</strong> F<strong>in</strong>anc<strong>in</strong>g Sanitation <strong>for</strong> Underserved Settlements (TAFSUS) <strong>for</strong><br />

f<strong>in</strong>ancial support and/or l<strong>in</strong>kage with commercial banks <strong>for</strong> f<strong>in</strong>anc<strong>in</strong>g.<br />

Did f<strong>in</strong>ancial <strong>in</strong>stitutions express an <strong>in</strong>terest <strong>in</strong> this market segment?<br />

F<strong>in</strong>ancial <strong>in</strong>stitutions visited have limited <strong>in</strong>terest <strong>in</strong> f<strong>in</strong>anc<strong>in</strong>g <strong>sanitation</strong> entrepreneurs. This<br />

is largely due to low understand<strong>in</strong>g <strong>of</strong> this type <strong>of</strong> bus<strong>in</strong>ess. However, a few <strong>of</strong> <strong>the</strong> f<strong>in</strong>ancial<br />

<strong>in</strong>stitutions contacted have expressed an <strong>in</strong>terest if it is possible to demonstrate that<br />

<strong>sanitation</strong> bus<strong>in</strong>esses are a viable f<strong>in</strong>ancial proposition (see Annex B <strong>for</strong> more detail).<br />

In addition, banks already provide asset f<strong>in</strong>anc<strong>in</strong>g <strong>for</strong> purchas<strong>in</strong>g <strong>of</strong> trucks and tankers <strong>for</strong><br />

transport services. Discussions with a banker <strong>in</strong> Dar es Salaam could not confirm whe<strong>the</strong>r<br />

<strong>the</strong>se trucks or tankers are used <strong>for</strong> <strong>sanitation</strong> services. MFIs provide smaller loans hence<br />

have limited <strong>in</strong>terest <strong>in</strong> f<strong>in</strong>anc<strong>in</strong>g those entrepreneurs.<br />
