As shown on Table A.1 above, <strong>the</strong> number <strong>of</strong> toilet loans made by <strong>the</strong> Jenga Fund has<br />
rema<strong>in</strong>ed very small (especially when compared to <strong>potential</strong> demand). Accord<strong>in</strong>g to CCI, a<br />
number <strong>of</strong> factors can expla<strong>in</strong> why this <strong>in</strong>itiative has so far rema<strong>in</strong>ed limited <strong>in</strong> size:<br />
Demand <strong>for</strong> <strong>sanitation</strong> rema<strong>in</strong>s relatively low, and it is <strong>the</strong>re<strong>for</strong>e necessary to carry out<br />
demand creation activities <strong>in</strong> parallel with <strong>of</strong>fer<strong>in</strong>g f<strong>in</strong>anc<strong>in</strong>g;<br />
The lend<strong>in</strong>g schemes are currently run by community members, who are do<strong>in</strong>g <strong>the</strong><br />
promotion on a voluntary basis. They do not have credit <strong>of</strong>ficers, who could provide<br />
support with market<strong>in</strong>g, fund management or demand promotion.<br />
Ano<strong>the</strong>r concern is that <strong>the</strong> repayment rate appears abysmally low at 6%, even though<br />
this may be due to <strong>the</strong> fact that some <strong>of</strong> <strong>the</strong> repayments rema<strong>in</strong> at <strong>the</strong> level <strong>of</strong> <strong>the</strong> local<br />
sav<strong>in</strong>gs and credit schemes and are not necessarily transferred to <strong>the</strong> national-level Jenga<br />
fund. However, systems to track actual repayments would need to be put <strong>in</strong> place <strong>in</strong> order<br />
to ensure that repayments do <strong>in</strong>deed take place so as to guarantee <strong>the</strong> f<strong>in</strong>ancial viability <strong>of</strong><br />
<strong>the</strong> scheme.<br />
3. Sources <strong>of</strong> fund<strong>in</strong>g<br />
CCI currently receives support from SDI (Slum Dwellers International) and Homeless<br />
International, an <strong>in</strong>ternational NGO based <strong>in</strong> <strong>the</strong> UK. The amounts provided and sector<br />
allocation are shown on <strong>the</strong> table below. The <strong>Tanzania</strong>n government has so far not<br />
contributed.<br />

As CCI was orig<strong>in</strong>ally set up as an NGO, it has limited capacity <strong>in</strong> terms <strong>of</strong> micr<strong>of</strong><strong>in</strong>ance<br />
systems, <strong>in</strong>clud<strong>in</strong>g manag<strong>in</strong>g sav<strong>in</strong>gs and lend<strong>in</strong>g schemes. SDI has been provid<strong>in</strong>g<br />
support <strong>in</strong> terms <strong>of</strong> tra<strong>in</strong><strong>in</strong>g. Homeless International has also allocated some limited<br />
budget <strong>for</strong> capacity build<strong>in</strong>g, to contract consultants from local banks as well as f<strong>in</strong>anc<strong>in</strong>g<br />
experts.<br />
In <strong>the</strong> future, CCI may seek additional fund<strong>in</strong>g from o<strong>the</strong>r sources, such as <strong>the</strong> CLIFF<br />
programme funded by DFID (Community-Led Infrastructure F<strong>in</strong>ance Facility). They are<br />
currently at a stage where <strong>the</strong>y need to establish stronger <strong>in</strong>ternal systems be<strong>for</strong>e be<strong>in</strong>g <strong>in</strong><br />
